Ciarán Lynch: If someone had an annual church gate collection they would not have to apply on the date they are having the collection in order to keep the yearly cycle going. It is no harm to clarify for the House as the Bill moves through the Stages and is enacted. The Minister is saying that there is a six to 12 month window in which one can apply for the permit.
