- Seanad: Road Traffic Bill 2004: Second Stage. (9 Dec 2004)
Mary Henry: I welcome the Minister to the House as well as his sensible Bill. I would like to give him and Members a little bit of information. My faithful 1991 SAAB convertible registers kilometres as well as miles on the dial. Many motor accessory shops sell plastic dials which display speed in kilometres per hour and people can attach them to the dial of their cars. An issue of particular interest to...
- Seanad: Order of Business. (10 Dec 2004)
Mary Henry: There is definitely a need for a debate on Northern Ireland. There would be time for it next week if we delayed taking Committee Stage of the Health Bill. I do not know if Senators have had a chance to read it as it was passed by Dáil Ãireann yesterday but it has changed considerably from the Bill as initiated. It is reported in today's newspapers that it is not proposed to implement this...

Mary Henry: Order, please. Is the amendment being pressed?
- Seanad: Health Bill 2004: Second Stage. (10 Dec 2004)
Mary Henry: I welcome the Minister to the House and very much welcome her Bill. I support Senator Browne's comments about the reports which have been issued by the Department of Health and Children over the past seven years. Approximately 130 reports have been produced at a cost of approximately â¬30 million but there has been very little action on any of them. While I welcome warmly the Minister's...
- Seanad: Order of Business. (14 Dec 2004)
Mary Henry: I also praise the Minister for Justice, Equality and Law Reform regarding his decision to re-examine the issue of people with Irish-born children. I hope he extends the proposals to people who have already been deported with or without their Irish-born children. Can the Minister for Enterprise, Trade and Employment be urged to look at the situation regarding work visas for spouses of non-EU...
- Seanad: Health Bill 2004: Committee Stage. (14 Dec 2004)
Mary Henry: Senator O'Meara's amendment is important, as is her comment that the Dáil is rising on Thursday and we are dealing with Report Stage then. Are we just involved in a rubber-stamping exercise today and tomorrow? This is particularly important as there is industrial action in progress in the health boards because of what is regarded as the speed with which the Bill is going through the Houses....
- Seanad: Health Bill 2004: Committee Stage. (14 Dec 2004)
Mary Henry: Will the Minister of State take amendments?
- Seanad: Health Bill 2004: Committee Stage. (14 Dec 2004)
Mary Henry: I agree with people in the street who say they prefer to see what is proposed rather than the health boards which currently exist. The Minister of State was not here on Second Stage, but I voted in favour of the Bill. I do not want a total denigration of the health boards, because some of them have been responsible for huge initiatives. Senator Feeney said we must get everybody registered...
- Seanad: Health Bill 2004: Committee Stage. (14 Dec 2004)
Mary Henry: I am also interested to hear it. The Minister may be aware of the considerable concern among the postgraduate training bodies as to what exactly this means. The board could have significant power over what facilities will be available for training. Professional competence is increasingly important in all parts of the health service, and I am not just talking about medical or nursing students...
- Seanad: Health Bill 2004: Committee Stage. (14 Dec 2004)
Mary Henry: There is a serious problem in regard to continuing medical education. Will the board provide funding and will the other postgraduate bodies have to look to the board for funding?
- Seanad: Health Bill 2004: Committee Stage. (14 Dec 2004)
Mary Henry: Therefore, it will be in charge of the funding for postgraduate education.
- Seanad: Health Bill 2004: Committee Stage. (14 Dec 2004)
Mary Henry: The Minister is not clear on this.
- Seanad: Health Bill 2004: Committee Stage. (14 Dec 2004)
Mary Henry: It is happening everywhere.
- Seanad: Health Bill 2004: Committee Stage. (14 Dec 2004)
Mary Henry: I am glad Senator Feeney raised the issue of protected time. Given that the Department of Health and Children will now be solely in charge of policy, it seems that this service board will have extensive control over postgraduate training, with regard both to finance and time.
- Seanad: Health Bill 2004: Committee Stage. (14 Dec 2004)
Mary Henry: This would solve the Minister for Education and Science's problem about points, if more people could get in. In addition, while more women opt to study medicine we do not know if any men are applying. I have been trying everywhere to find that out but I do not think male students are applying to study medicine in the same numbers as women students are. I would be most grateful if the Minister...
