- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (12 Jun 2019)
Timmy Dooley: That is based on cost.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (12 Jun 2019)
Timmy Dooley: There has been a lot of talk about the number of sites over the entirety of the intervention area. I am talking about the sweet spot that exists somewhere between 60% or 70% fibre and 30% fixed wireless, which might be used in an effort to get the necessary rate of deployment without it costing more. Dr. Yardley can talk about resilience over 25 years but who knows what fixed wireless...
- Written Answers — Department of Employment Affairs and Social Protection: Illness Benefit Applications (13 Jun 2019)
Timmy Dooley: 198. To ask the Minister for Employment Affairs and Social Protection when a person (details supplied) in County Clare will receive confirmation of their stamp contribution history for 2019 in order to have their illness benefit application processed; and if she will make a statement on the matter. [24599/19]
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (13 Jun 2019)
Timmy Dooley: I thank the witnesses for their presentations and answers. A cost benefit analysis is quite difficult to perform in respect of some issues because of the subjective nature of the benefits. The costs are always clear but the benefits are somewhat subjective, notwithstanding the public spending quota. This is an example in that we are looking at the potential for the future. Sometimes it is...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (13 Jun 2019)
Timmy Dooley: The issue that arose was that a charge was made against the CBA that it was not credible. Ms Ball addressed that, which is important.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (13 Jun 2019)
Timmy Dooley: I would expect that. I have a question on the ownership. Ms Ball might be unable to discuss this because it is not her area, but if there are questions she is unable to answer, perhaps she could ask the relevant group to provide the answers for us at a later stage. They relate to the ownership model that has been followed, which is the gap funding model. PwC did work on the broadband...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (13 Jun 2019)
Timmy Dooley: Ms Ball said a team from the UK advised in this area. Perhaps it could give a view, which might make its way to the committee in due course. The major question for us, which Ms Ball cannot answer, is why the State is still proceeding with a gap funding model when, effectively, it is taking on so much of the risk. There is the notion of the competitive tensions that would exist with the...

Timmy Dooley: I understand that.
- Ceisteanna ó Cheannairí - Leaders' Questions (19 Jun 2019)
Timmy Dooley: Members of the public will make up their own mind on that too.

- Written Answers — Department of Communications, Climate Action and Environment: National Broadband Plan Expenditure (19 Jun 2019)
Timmy Dooley: 232. To ask the Minister for Communications, Climate Action and Environment the cost of the roll-out of the national broadband plan in areas already covered by a commercial plan to cover 300,000 premises; when this roll-out was agreed; if this took place before or after the departure of a company (details supplied) from the bidding process; and if he will make a statement on the matter. [25779/19]
- Written Answers — Department of Communications, Climate Action and Environment: National Broadband Plan Expenditure (19 Jun 2019)
Timmy Dooley: 233. To ask the Minister for Communications, Climate Action and Environment the barriers in place to ensure issues regarding the roll-out of the national broadband plan do not break state aid rules (details supplied). [25780/19]
- Written Answers — Department of Communications, Climate Action and Environment: National Broadband Plan Expenditure (19 Jun 2019)
Timmy Dooley: 235. To ask the Minister for Communications, Climate Action and Environment the rationale for the duplication of fibre as part of the national broadband plan in areas in which fibre infrastructure is already in place; and if he will make a statement on the matter. [25782/19]
- Joint Oireachtas Committee on Climate Action: Climate Action Plan: Minister for Communications, Climate Action and Environment (19 Jun 2019)
Timmy Dooley: I thank the Minister for the presentation. As we dig deeper into the report, it becomes evident that while it is clear on why we need to do what must be done - we are all aware of this - it is about setting out clearly what needs to be done to reach the targets we have set and moving towards net zero emissions by 2050, but it is relatively light on how we are going to do it. In saying that,...

Timmy Dooley: What will that mean for the current grant system?
- Joint Oireachtas Committee on Climate Action: Climate Action Plan: Minister for Communications, Climate Action and Environment (19 Jun 2019)
Timmy Dooley: Does the Minister have a timeline for that?
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)
Timmy Dooley: I thank Professor Reeves and Dr. Palcic for attending. The documents and executive summaries they have provided set out a very clear picture. There is very little further to question them on. They have made it clear, using their academic position and experience in procurement, that while the process that was undertaken may have started out as a sound endeavour and there was a certain...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)
Timmy Dooley: Will Dr. Palcic address that issue? One of the reasons given for using the gap funding model was that the benefit to the State would be that the ultimate winner would continue to invest in the technology. Dr. Palcic is saying that because there is no competition, Granahan McCourt is getting the latest generation of technology right now, funded by the taxpayer, rather than being funded from...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)
Timmy Dooley: The Department's defence has been that it knew the costs anyway because there was a comparison available based on a submission made by Eir at an earlier stage in the process. The witnesses are clear that the competitive tension would have arisen in the latter stages of the process and usually as part of the final bid price, but that did not happen.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)
Timmy Dooley: If there was greater competitive tension closer to the final point, the level of investment by the company concerned would be greater because that could be scored against.
