Under the EU Regulations governing the Scheme and other area-based payment schemes, a comprehensive administrative check, including cross-checks with the Land Parcel Identification System must take place. Michael Creed: Teagasc deliver the Green Cert on a full-time, part-time and distance education (online) basis at Teagasc Regional Education Centres, Local Offices and Agricultural Colleges. The scheduling of Green Cert courses in particular locations is an operational matter for Teagasc. I understand that Teagasc is looking at starting 4 new part-time Green Cert classes in October 2017 in the Sligo,...

Department officials are actively working to resolve this issue with a view to further processing the application for the 2016 payment as soon as possible.

Written Answers — Department of Agriculture, Food and the Marine: Agriculture Scheme Payments (3 May 2017)

Michael Creed: The person named is an applicant or beneficiary under three closely related schemes, i.e. the Burren Farming for Conservation Scheme, its successor the Burren Programme, and the Organic Farming Scheme (OFS). He has already received payment for 2015 under the Burren Farming for Conservation Scheme and for 2016 under the new Burren Programme.  I can also confirm that he...

Written Answers — Department of Agriculture, Food and the Marine: Aquaculture Licence Applications (3 May 2017)

Michael Creed: Trawbreaga Bay is designated as a Special Area of Conservation (North Innishowen Coast SAC) under the EU Habitats Directive and a Special Protection Area (Trawbreaga Bay SPA) under the EU Birds Directive (Natura 2000 sites). All applications in ‘Natura’ areas are required to be appropriately assessed for the purpose of environmental compliance with the EU Birds and Habitats...

Written Answers — Department of Agriculture, Food and the Marine: Fisheries Protection (3 May 2017)

Michael Creed: In relation to the statement about a proposed ban from 0-12 miles, I am not aware of any such proposed ban.  In relation to mackerel management, I received a request from the Irish South and West Fish Producer Organisation to allocate the increase over 2016 of Ireland’s mackerel quota for 2017 entirely to the Polyvalent Segment on a 1 year pilot basis in exchange for the recipient...

Written Answers — Department of Agriculture, Food and the Marine: Farm Inspections (3 May 2017)

Michael Creed: The extensive range of data that has been requested by the Deputy is not readily available. Officials in my Department will collate the data requested and forward it directly to the Deputy.

Written Answers — Department of Agriculture, Food and the Marine: Nitrates Usage (3 May 2017)

Michael Creed: To maximise nitrogen uptake, slurry should be applied on cool, overcast or misty days. Good agronomic advice is to apply as much slurry as possible in the springtime to maximise the fertiliser nitrogen value of slurry. Spring applied slurry is worth approximately 3 units of nitrogen per 1,000 gallons extra compared with summer application. Since the introduction of the...

Written Answers — Department of Agriculture, Food and the Marine: Aquaculture Licence Applications (3 May 2017)

Michael Creed: My Department has not received an aquaculture licence application from Bord Iascaigh Mhara in respect of aquaculture activity in the area referred to by the Deputy.

Ceisteanna - Questions - Priority Questions: Areas of Natural Constraint Scheme (4 May 2017)

Michael Creed: Under the rural development regulation, each member state must designate areas eligible for payments under the areas of natural constraint, ANC, scheme. The ANC scheme replaces the previous disadvantaged areas scheme and less favoured areas scheme. The designation of eligible areas under these schemes to date has been based on a range of socio-economic factors. Under the new rural...

Ceisteanna - Questions - Priority Questions: Areas of Natural Constraint Scheme (4 May 2017)

Michael Creed: The areas of natural constraints or disadvantaged areas payment is enormously significant for almost 100,000 farmers and I or any incumbent in my office would be obliged to take every step possible to protect the payment against anything that threatens it. When there is a review there is a question over what the outcome of the review will be. It would be preferable if we could seek and...

Ceisteanna - Questions - Priority Questions: Areas of Natural Constraint Scheme (4 May 2017)

Michael Creed: On the latter point, the €25 million commitment in the programme for Government is an endeavour to restore payments which were previously withdrawn. Obviously that payment commitment remains, but that is a matter for the budget later this year. It is certainly my intention to deliver on that commitment. It is unclear what the Commission's requirement would be if it amends the...

Ceisteanna - Questions - Priority Questions: Areas of Natural Constraint Scheme (4 May 2017)

Michael Creed: I apologise for the repetition. Under the rural development regulation each member state must designate areas eligible for payments under the areas of natural constraints, ANC, scheme.  The ANC scheme replaces the previous disadvantaged areas scheme/less favoured areas scheme.  The designation of eligible areas under these schemes to date has been based on a range of...

Ceisteanna - Questions - Priority Questions: Areas of Natural Constraint Scheme (4 May 2017)

Michael Creed: As I said in response to Deputy McConalogue, I appreciate the importance of this income source for farmers. I appreciate it, given the regions to which the Deputy referred. It would be wrong of me to give a guarantee on what areas will and will not be included because I cannot. I would be surprised if, in respect of the aforementioned areas, there was any significant change. It is because...

Ceisteanna - Questions - Priority Questions: Areas of Natural Constraint Scheme (4 May 2017)

Michael Creed: The obligation as now envisaged is that the process would be completed in time for the 2018 basic payment scheme. It is 15 May this year and I think it will be around the same date next year. I am sure if the deadline remained we would have met it. As I said, in respect of the uncertainty around this, if it was possible at a European level to have an extension of the current regime for any...

Ceisteanna - Questions - Priority Questions: GLAS Payments (4 May 2017)

Michael Creed: GLAS and AEOS provide valuable support to farmers to deliver environmental benefits and public goods which will enhance Ireland's sustainability credentials into the future. They provide support to Irish farmers aimed at enhancing biodiversity, water quality and the mitigation of the future impacts of climate change, while allowing Irish farmers to improve their agricultural practices. ...

Ceisteanna - Questions - Priority Questions: GLAS Payments (4 May 2017)

Michael Creed: I am not happy that this is the case. It is an embarrassment to me and the Department that this issue continues. We have no vested interest in holding onto moneys that are due. It is an extraordinarily complex scheme with more than 30 individual actions into which a farmer can opt under GLAS. When one cross references that with basic payment applications and individual plots, it becomes a...

Ceisteanna - Questions - Priority Questions: GLAS Payments (4 May 2017)

Michael Creed: This year is the first full run of GLAS payments and there are problems which were not foreseeable in respect of the complexity and challenges posed to the IT system. It is not a question of resources from either an IT or staffing perspective, it is simply the volume and complexity of applications and having to walk through each application individually across parcels of land and up to 30...
