Séamus McGrath: Children travelling unaccompanied.
- Public Accounts Committee: Financial Statements 2024: Tusla - the Child and Family Agency (2 Oct 2025)
Séamus McGrath: Based on those numbers, it is reasonable to say that over 100 children will travel to Ireland unaccompanied this year.
- Public Accounts Committee: Financial Statements 2024: Tusla - the Child and Family Agency (2 Oct 2025)
Séamus McGrath: A percentage of 10% is 70 children who will travel to Ireland and present unaccompanied. I think it is an extraordinary number. If Ms Duggan could clarify that at a later point, it would be great. I am hopping topics here. On the issue of foster carers, I support the calls to improve their terms and conditions. One of the issues they raised during the week when they were here was the...
- Public Accounts Committee: Financial Statements 2024: Tusla - the Child and Family Agency (2 Oct 2025)
Séamus McGrath: Does Ms Duggan think that is a fair estimate of the additional resources that would be required to fulfil Tusla's obligation?
- Public Accounts Committee: Financial Statements 2024: Tusla - the Child and Family Agency (2 Oct 2025)
Séamus McGrath: To build and fulfil obligations in the way the witnesses would like. Earlier, Ms Duggan mentioned getting calls to Garda stations at night. It is important to remember how much of Tusla's work is carried out after hours and at night and over weekends. How good is the service if a Garda station calls Tusla in the middle of the night with an issue with a child? Is it quite responsive in...
- Public Accounts Committee: Financial Statements 2024: Tusla - the Child and Family Agency (2 Oct 2025)
Séamus McGrath: "Detained" is the wrong word, but what is the situation with children being kept in Garda stations waiting for Tusla or a social worker? That would not be for a prolonged period, generally speaking. Is that correct?
- Public Accounts Committee: Financial Statements 2024: Tusla - the Child and Family Agency (2 Oct 2025)

- Public Accounts Committee: Financial Statements 2024: National Treatment Purchase Fund

- Housing Finance Agency (Amendment) Bill 2025: Second Stage (14 Oct 2025)
Séamus McGrath: I thank the Minister of State for facilitating this debate. Obviously, I roundly welcome the Housing Finance Agency (Amendment) Bill 2025. It sets out to do something very simple which is to increase the statutory borrowing limit for the Housing Finance Agency, which is critically important, from €12 billion to €13.5 billion. Last year, in 2024, that limit was increased from...
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Multiple Unit Developments: Discussion (14 Oct 2025)
Séamus McGrath: I thank the Chair. I thank all of the witnesses from the various groups for coming before us. Judging by the Chair's introduction, they are all wearing a few hats. I thank them for submitting their opening statement, which outlines the key issues. I will get straight to the point because time is tight. OMCs are the first key issue highlighted in the opening statement. Reference is...
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Multiple Unit Developments: Discussion (14 Oct 2025)
Séamus McGrath: I ask Mr. Montague to give an estimate because he has obviously done a lot of work on this.
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Multiple Unit Developments: Discussion (14 Oct 2025)
Séamus McGrath: I am sorry for interrupting.
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Multiple Unit Developments: Discussion (14 Oct 2025)
Séamus McGrath: I do not mind using my time for OMCs rather than hopping around to discuss defects and so on, particularly as the opening statement highlights that this is a significant matter. I appreciate that Mr. Montague has provided an estimate, but I understand that comes with a serious health warning in terms of accuracy because it is a guess, as such. Mr. Montague mentioned volunteers. Of...
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Multiple Unit Developments: Discussion (14 Oct 2025)
Séamus McGrath: -----and some OMCs teetering on the brink of insolvency. What is the scale of that problem?
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Multiple Unit Developments: Discussion (14 Oct 2025)
Séamus McGrath: Defects regarding fire safety in apartment blocks constitute one issue but Mr. Montague believes the fact that insufficient provision is being made to sinking funds in these management companies across the country means that structural issues that will arise because of the age of these apartments will be a bigger issue.
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Multiple Unit Developments: Discussion (14 Oct 2025)
Séamus McGrath: In many cases, the sinking fund, which is supposed to be there for structural issues and is a long-term fund, is being used for day-to-day expenses.
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Multiple Unit Developments: Discussion (14 Oct 2025)
Séamus McGrath: That is a massive issue.
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Multiple Unit Developments: Discussion (14 Oct 2025)
