Mental Health (Capacity to Consent to Treatment) Bill 2021: Second Stage [Private Members] (27 Oct 2022)

Johnny Mythen: I move: "That the Bill be now read a Second Time." I thank the Minister of State, Deputy Butler, for attending this debate. I hope we can all agree with the intention behind this Bill, which attempts to progress an issue on which work is long overdue. The aim of the Bill is to amend the Mental Health Act 2001 to provide a right for minors over the age of 16 to consent to mental health...

Mental Health (Capacity to Consent to Treatment) Bill 2021: Second Stage [Private Members] (27 Oct 2022)

Johnny Mythen: I thank the Minister of State. We are a little bit disappointed that the Bill is not being supported. However, we also recognise that it is not about who brings forward the Bill, rather, it is about consent and the right of consent of people aged 16 and 17. That is what it is about. We will work together on this. I am glad the Minister of State accepted the principle that we put forward....

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Johnny Mythen: It is a shame that the likes of a team such as Tyrone can play in the All-Ireland, raise the Sam Maguire Cup and their families at home cannot watch it on TV. That is an issue.

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Johnny Mythen: If we rely on RTÉ and its obligations, or this process, nothing will happen. It is up to us to protect workers in this country, as citizens and workers. It is a simple policy principle of equal pay for equal work, which everybody should have the right to. The amendment should stand. Relying on the obligations of RTÉ to do something will not do.

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Johnny Mythen: We thank the Minister for that commitment.

Home Care: Motion [Private Members] (8 Nov 2022)

Johnny Mythen: Home care is one of the most essential parts of looking after the well-being, mental health and welfare of our treasured older citizens and those living with disabilities. Many people who require this service are coming out of hospital. Coming out of hospital is a very worrying time for anyone, but doubly so for older people who may be facing mobility challenges. It is proven that home...

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (25 Oct 2022)

Johnny Mythen: I move amendment No. 14: In page 19, line 4, after “efficiently” to insert the following: “, including the power to compel online services to provide any data requested that pertains to public interest research, or any data that the Commissioner deems to be relevant in protection of the common good in a time specified and determined by the Commission”. This...

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (25 Oct 2022)

Johnny Mythen: I will withdraw, but obviously retain the right to resubmit.

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (25 Oct 2022)

Johnny Mythen: I move amendment No. 22: In page 21, line 27, after “matter” to insert the following: “, including at least a bi-annual meeting with the Gambling Regulatory Authority, and will produce an annual report on online gambling to be laid before the Houses of the Oireachtas on a yearly basis”. The Bill was amended in the Seanad to...

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (25 Oct 2022)

Johnny Mythen: I support the amendment as well. Last Christmas, we had a major issue in my area, in Bridgetown, which was nearly wiped out by flooding. The local radio informed people where trees and electricity lines were down. Seven bridges were wiped out. Without the information, people would have been in dire trouble. Local radio provides a great service and it should be supported. The levy should...

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (25 Oct 2022)

Johnny Mythen: In virtually every geography book, the island of Ireland is there in its entirety. It is a bit ridiculous that this should be an issue. The amendment was never intended to tell RTÉ or anyone else to do anything different from what is done in any other country. There are 32 counties and there is a full island, yet on the news there is a large blank space. It makes us look ridiculous.

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (25 Oct 2022)

Johnny Mythen: We have a problem with the definition of "undue offence" and defining exactly what it means. It could mean various things. Will the Minister nail it down for us?

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Johnny Mythen: This is important legislation. When we met the stakeholders, many of them stressed that children of four, five or six are able to identify particular brands even on television at the moment. How they operate at times is not kosher. As the Minister said, the protection of children is the most important thing. This should be regarded as one of the most important issues in the Bill as it is...
