Written Answers — Diplomatic Representation: Diplomatic Representation (12 Oct 2011)

Eamon Gilmore: Ireland has 58 Embassies, 7 multilateral missions and 11 Consulates General and other offices overseas. In addition to their country of primary accreditation, many Ambassadors are also accredited to additional countries on a non-resident basis. The budget of each Mission is considered to be the locally-devolved administrative (day-to-day) budget including local staff salaries but not...

Written Answers — Tourism Promotion: Tourism Promotion (12 Oct 2011)

Eamon Gilmore: The advancement of Ireland's economic interests overseas is a key priority for my Department. This includes the promotion of Ireland as a tourist destination. Both at headquarters and through our Embassy network we work closely with all of the State Agencies including Tourism Ireland, which is tasked with helping to grow overseas tourism revenue and visitor numbers on an all-Ireland basis. Written Answers — Human Rights Issues: Human Rights Issues (13 Oct 2011)

Eamon Gilmore: My Government remains highly concerned about the situation in Bahrain, and the recent sentencing of 20 medical professionals, a number of whom were either trained by or have worked with the Royal College of Surgeons in Ireland (RCSI), to sentences ranging from five to fifteen years. Ireland raised the situation in Bahrain at the EU Foreign Affairs Council on 10 October where we made clear...

Passport Applications (18 Oct 2011)

Eamon Gilmore: I was not aware that the Deputy was going to raise a specific case. The note I have is that he was to ask me whether passports or travel documents can issue to children born outside Ireland when the parentage is proved to be Irish and, if not, whether the Government plans to bring forward urgent legislation to allow him to do so. It is to that general question to which I have prepared a...

Passport Applications (18 Oct 2011)

Eamon Gilmore: -----a prepared script. I am familiar with the case to which Deputy Martin referred because he raised it with me in correspondence and I have also met the parents of the child concerned. It is a case for which I have considerable sympathy and I have made extensive inquiries about it within my Department. The Deputy stated that he is not aware of anything that would prevent me from issuing a...

Passport Applications (18 Oct 2011)

Eamon Gilmore: Deputy Martin is incorrect to state that the Circuit Court refused to hear the case. The Circuit Court issued a ruling which refused the application for parentage. This ruling can only be dealt with in the High Court, which makes it impossible for me to exercise discretion, as the Deputy will understand.

Passport Applications (18 Oct 2011)

Eamon Gilmore: For a passport, there has to be satisfaction-----

Passport Applications (18 Oct 2011)

Eamon Gilmore: The court has made a decision. We have made it clear that an appeal to the High Court will not be opposed. We will not seek costs and full co-operation will be offered. In any event, the issuance of a passport will not address the question of legal guardianship, which is necessary for granting consent to medical treatment. The Deputy is correct that wider issues arise in regard to...

Written Answers — State Visits: State Visits (18 Oct 2011)

Eamon Gilmore: An invitation has not issued nor is one currently under active consideration. As to the other matters raised in the question, I would refer the Deputy to the Statement of 8 September by the Government of Ireland on the response of the Holy See regarding the report of the Commission of Investigation into the Catholic Diocese of Cloyne, which states The Government of Ireland thanks the Holy...

Eamon Gilmore: The first meeting of the Global Irish Economic Forum was held at the Farmleigh Estate in Dublin from 18-20 September, 2009. It was convened by the then Government with two broad goals: to explore how the Irish at home and abroad could work together and contribute to our economic recovery; and to examine ways in which Ireland and its global community could develop a more strategic...

Eamon Gilmore: The Public Service Agreement, 2010-2014 (the Croke Park agreement) provides a framework for public service management and staff to work together to reduce the cost of delivery of public services while also maintaining or improving the quality of those services. An Implementation Body was established to drive the implementation of the Agreement across all sectors and ensure that early, robust...

The annual amount in each case is less than €35,000.

Eamon Gilmore: Israel is one of a number of third countries participating as "associated countries" in the Seventh Framework Programme for research, technological development and demonstration activities (2007-2013). Such participation is governed by science and technology agreements concluded with each country concerned. The agreement with Israel was signed on 16 July 2007, with provisional application...

Written Answers — Departmental Funding: Departmental Funding (19 Oct 2011)

Eamon Gilmore: Since 2006, the Irish Government, through the Department of Foreign Affairs and Trade's Emigrant Support Programme, has been a key funder of the Irish Cultural Centre, Hammersmith. In that period, the Centre has received over £1 million in grants in support of a range of its education, cultural, seniors and youth activities. I understand that following the decision of the Hammersmith and...

Eamon Gilmore: As Deputy Ó Cuív noted, a meeting of Heads of State and Government will be held next Sunday and various technical and high level official meetings are being held beforehand, including a meeting of eurozone finance Ministers on Friday and a meeting of the EU 27 group of finance Ministers on Saturday. Considerable work is being done to prepare proposals for consideration at Sunday's meeting....

Leaders' Questions (20 Oct 2011)

Eamon Gilmore: The approach the Government is taking on this issue is aimed at minimising the cost to the taxpayer of bank restructuring and recapitalisation. We have already included a significant degree of burden sharing with bondholders in respect of what has been done in the case of Irish banks. The total cost of recapitalising them, arising from the decisions we made in March, was originally...

Leaders' Questions (20 Oct 2011)

Eamon Gilmore: It is not true that the Government has not been dealing with the Aviva job situation. My principal concern is for the employees of Aviva who are facing the prospect of losing their jobs. It is a very big job loss. The way in which Aviva treated its employees yesterday was disgraceful.

Leaders' Questions (20 Oct 2011)

Eamon Gilmore: The manner in which the employees were called in, required not to talk to the press and then let back out again no wiser than they were when they went in is simply not acceptable.
