David Norris: I acknowledge her absolute commitment.
- Seanad: Order of Business (22 Mar 2012)
David Norris: I propose an amendment to the Order of Business that No. 17 on today's Order Paper be taken before No. 1, which amendment I understand will be seconded by Fianna Fáil. I call on the Leader to find a method of conveying to the Papal Nuncio here our concern, on a humanitarian basis, in regard to a report which appeared in yesterday's edition of The Irish Times, by which I was thunderstruck....

- Seanad: Privacy Bill 2012: First Stage (22 Mar 2012)
David Norris: I move: That leave be granted to introduce a Bill entitled an Act to provide for a tort of violation of privacy; and to provide for matters connected therewith.
- Seanad: Privacy Bill 2012: First Stage (22 Mar 2012)
David Norris: I move: "That the Bill be taken in Private Members' time." I seek that this Bill be taken next Wednesday during Private Members' time at 11.45 after the Order of Business. The Bill was promised as a counterbalance to the Defamation Bill passed some years ago, which Bill substantially weakened the defences of private individuals against invasions of privacy by the media.
- Seanad: Privacy Bill 2012: First Stage (22 Mar 2012)
David Norris: I understood from the Bills Office that I was expected to make a 30-second explanation. That is the written instruction I have from that office. It is helpful to my colleagues to know the background. The Bill is almost identical to one produced in 2006 by a previous coalition Government. It is also virtually identical to one on the Order Paper in the name of the Government. I expect...
- Seanad: Privacy Bill 2012: First Stage (22 Mar 2012)
David Norris: I thank the House for its efficiency. In particular, I am thankful for the assistance given by officers provided through the Bills Office in making the various tweaks to the Bill. This is a new development, for which the Leader is responsible. It makes Seanad Ãireann much more amenable to the introduction of legislation and should be welcomed.
- Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)
David Norris: On a point of order, since the human and mechanical inadequacies of the voting system are now apparent to every person in the Chamber, can we revert to the more social method of walking through the lobbies which is very clear?
- Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)
David Norris: As it might antagonise my colleagues, I will not do so. However, it might be no harm if we were to do so, as it would give us an opportunity to exercise.
- Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)
David Norris: This time the Independents are in the clear.
- Seanad: Order of Business (27 Mar 2012)
David Norris: I support my colleagues in seeking a proper debate on the report of the Mahon tribunal. It is significant that the first call came from this side of the House. I hope this matter will be pursued as a matter of principle rather than personality, because it is principles, after all, that are involved. Regrettably, there is scarcely a party that is not tainted by this corruption, which is...
- Seanad: Motor Vehicle (Duties and Licences) Bill 2012: Second Stage (27 Mar 2012)
David Norris: I welcome the Minister. This is quite a technical Bill to read. The language is complicated and convoluted. I can give one random example which would do credit to the late Myles na gCopaleen. Section 7(c)(ii) states, "in respect of which the rate of duty that would have applied to it under subparagraph (d)(i), if that subparagraph had been in operation when it was so registered and had...
- Seanad: Motor Vehicle (Duties and Licences) Bill 2012: Committee and Remaining Stages (27 Mar 2012)
David Norris: I want to ask the Minister a question to which I am sure there is a simple answer. In Part 1 of the Schedule, in the definition of vehicles, there is a description of a bicycle. I suppose it is another Milesian concept. I note that vehicles not exceeding 500 kilograms in weight unladen, on which the rate of duty is â¬5, include bicycles, other than bicycles which are electrically...
