Lynn Boylan: The amount per square metre does not provide a pathway to 100% redress and the Minister knows this. The gap is tens of thousands of euro. People are not downsizing to reduce the maintenance. They are downsizing because they cannot rebuild the house with the grant they have and they are trying to cut their cloth to suit their measure by rebuilding the house at a smaller size.
