To ask the Minister for Communications, Climate Action and Environment if his attention has been drawn to the fact that Ireland is likely to miss its EU 2020 targets to reduce emissions; if his attention has been further drawn to the fact that this will have serious implications for Ireland's 2030 obligations with regard to EU emissions targets; if fines of up to €1.5 billion for...

Joint Oireachtas Committee on Communications, Climate Action and Environment: Waste Management (Tyres and Waste Tyres) Regulations: Discussion (17 Oct 2017)

Kevin O'Keeffe: I thank the Chairman. At the beginning, the question was asked as to how Repak got the job. I have been watching proceedings and I do not think this question has been answered, unless I missed the response while walking to the committee room. On what basis was Repak appointed as the organisation to run this operation? Another question the Chairman asked was how the rates were struck....

Joint Oireachtas Committee on Communications, Climate Action and Environment: Waste Management (Tyres and Waste Tyres) Regulations: Discussion (17 Oct 2017)

Kevin O'Keeffe: I have a question for the EPA. Has it had the power to gain access to retailers' or wholesalers' premises up to now? Has the EPA been doing its job in the context of monitoring and checking if people are compliant in how they dispose of tyres? Was there monitoring in operation before this system came into play? What role did the EPA have up to now?

Joint Oireachtas Committee on Communications, Climate Action and Environment: Waste Management (Tyres and Waste Tyres) Regulations: Discussion (17 Oct 2017)

Kevin O'Keeffe: Why do we need the EPA if Repak can do the job? Why do we need two governing bodies to supervise this operation?

Financial Resolutions 2018 - Financial Resolution No. 4: General (Resumed) (19 Oct 2017)

Kevin O'Keeffe: I wish to share time with Deputy Eamon Scanlon.

Financial Resolutions 2018 - Financial Resolution No. 4: General (Resumed) (19 Oct 2017)

Kevin O'Keeffe: While I do not have the backing of a special communications unit with a spend of €5 million, I will give an overview of my take on budget 2018. As my party leader indicated, budget 2018 is modest. There are no spectacular frills or thrills, as is evident from some of the short deliberations of some senior Cabinet Ministers. From my party's perspective, we are in the precarious...

Joint Oireachtas Committee on Transport, Tourism and Sport: European Transport Sector: Discussion with European Commissioner (19 Oct 2017)

Kevin O'Keeffe: I welcome the Commissioner. Ms Bulc noted that she is from a large country which subsequently became a smaller one. That political experience will serve her well and will be for the good of Europe in the context of the Brexit negotiations. Every time there are changes in climate agreements, the transport sector immediately experiences the greatest hit. For how long can that continue to...

Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Rail, Bus Éireann and Dublin Bus: Chairpersons Designate (25 Oct 2017)

Kevin O'Keeffe: I welcome the three chairmen designate here and wish them well with their portfolios. Irish Rail removed the ticket checkers on some of the routes in my area. Can the company stand behind that policy? On some trains that led to overcrowding and anti-social behaviour on carriages. There are also people freeloading, taking advantage of not being checked on the routes. Is that policy...

Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Rail, Bus Éireann and Dublin Bus: Chairpersons Designate (25 Oct 2017)

Kevin O'Keeffe: That is an example of an EU directive gone mad. I can see the point of dividing networks and operators in countries like France which have multiple operators. It is akin to how the electricity network is separated from ESB because all operators have use of the network but when do we expect to see competition from another train operator in this country?

Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Rail, Bus Éireann and Dublin Bus: Chairpersons Designate (25 Oct 2017)

Kevin O'Keeffe: There are areas where the Government should step in. It should have obtained a derogation on this issue.

National Planning Framework: Statements (Resumed) (26 Oct 2017)

Kevin O'Keeffe: I am humbled to have the opportunity to speak to two Ministers. I hope what I have to say is of some importance. The national planning framework is welcome. The last plan put out by the Minister, Deputy Murphy, was Rebuilding Ireland. It is sad to see the phrase "Rebuilding Ireland" being used. A lot of good work was done in the country over the past 20 years by previous Governments and...
