- Seanad: National Housing Development Survey: Motion (10 Nov 2010)
Dominic Hannigan: I move: That Seanad Ãireann notes the recent publication of the National Housing Development Survey and is concerned that: ---many completed houses are unoccupied despite a huge demand for social and affordable housing and there is no mechanism to transfer properties in ghost estates controlled by NAMA to local authorities for social and affordable housing and other community uses; ---many...
- Seanad: Order of Business (16 Nov 2010)
Dominic Hannigan: Since Members last met, the financial situation has deteriorated to the extent that this afternoon's meeting will see Ireland come under enormous pressure to accept a bailout not just for our sake but to save the euro currency as well. One need only look at this morning's newspaper headlines to learn how concerned is the rest of the Continent. The Financial Times reported on its front page...
- Seanad: Prohibition of Depleted Uranium Weapons Bill 2009: Committee Stage (17 Nov 2010)
Dominic Hannigan: I move amendment No. 2: In page 3, subsection (2), line 14, after "Minister" to insert "for Foreign Affairs". The purpose of the amendment is to insert "for Foreign Affairs" after "Minister" because there is no definition of "Minister" in the Bill.
- Seanad: Prohibition of Depleted Uranium Weapons Bill 2009: Committee Stage (17 Nov 2010)
Dominic Hannigan: I move amendment No. 4: In page 3, to delete line 24 and substitute the following: "(1) No person may within the State (including on any Irish registered ship or aircraft), or, being an Irish citizen, whether within or without the State:". It was remiss of me to fail to welcome the Minister of State, Deputy Dick Roche. I also welcome the Bill. It is a tremendous piece of work and I...
- Seanad: Prohibition of Depleted Uranium Weapons Bill 2009: Committee Stage (17 Nov 2010)
Dominic Hannigan: I thought they were grouped together but that I would speak to amendment No. 6 after.
- Seanad: Prohibition of Depleted Uranium Weapons Bill 2009: Committee Stage (17 Nov 2010)
Dominic Hannigan: I will speak briefly on amendment No. 6. We are concerned that the Bill as drafted has no penalties for breach of the obligations set out in it. Amendment No. 6 would insert a clause calling for penalties such as a term of imprisonment of ten years or a fine or both. We believe this would strengthen the Bill.
- Seanad: Prohibition of Depleted Uranium Weapons Bill 2009: Committee Stage (17 Nov 2010)
Dominic Hannigan: I am pleased with the support I have obtained from my colleague, Senator Norris. I listened carefully to Senator Boyle and I am content to wait on the deliberations from the other House if he is saying he is convinced that the law, as it currently stands, will cater for the situations we outlined. I will be happy to withdraw the amendment and return to it at a later stage and I take the...

- Seanad: Prohibition of Depleted Uranium Weapons Bill 2009: Committee Stage (17 Nov 2010)
Dominic Hannigan: I move amendment No. 5: In page 4, subsection (2), line 3, to delete "Republic of Ireland" and substitute "State". This is a straightforward amendment which seeks to delete the words "Republic of Ireland" and substitute "State" as this is the correct way to refer to the State in legislation.
- Seanad: Prohibition of Depleted Uranium Weapons Bill 2009: Committee Stage (17 Nov 2010)
Dominic Hannigan: I wholeheartedly agree with the remarks of the Minister of State and commend Senator Boyle and the former Senator, Deirdre de Búrca, on introducing this legislation. Although we are in a difficult financial situation at present, we should not lose sight of the other important matters on our agenda. I am pleased to support the Bill's passage through the House. Several of our European...
- Seanad: Order of Business (18 Nov 2010)
Dominic Hannigan: It is time for the leader of the country to tell us what is happening. Some of the recent comments of the Government are bizarre. I listened to a radio show a few nights ago on which a Government spokesperson was debating the difference between discussions and negotiations. When passing through St. Stephen's Green on my way here this morning, I looked down and saw a duck coming towards me....
- Seanad: Order of Business (18 Nov 2010)
Dominic Hannigan: We need clarity. We are all adults and very well educated and should be told the truth. If this was done, we could move forward. I join Senator Quinn in calling for a debate on wind energy. Last week I held a seminar in County Meath on the subject. A great number of jobs could be created in the sector. Denmark created 23,000 jobs in it which would translate to approximately 500 jobs in...

- Seanad: Order of Business (23 Nov 2010)
Dominic Hannigan: I find it interesting to hear Independent Members on the Government benches criticising the Green Party for eventually finding a bit of backbone. We heard Senator O'Malley blaming them and we also heard from Senator Hanafin who I believe is still an Independent. He may have regained the Whip, although I am not sure. Perhaps the Leader can clarify that matter. If they are seeking someone...

- Seanad: Renewable Energy: Statements (25 Nov 2010)
Dominic Hannigan: It is not only our councillors who are guilty of that.
- Seanad: Renewable Energy: Statements (25 Nov 2010)
Dominic Hannigan: The Senator should offer specific examples rather than offer generalities.
- Seanad: Renewable Energy: Statements (25 Nov 2010)
