Written Answers — Department of Housing, Planning, and Local Government: Homeless Accommodation Provision (5 Dec 2017)

Eoghan Murphy: At last September's Housing Summit, I emphasised the need for all housing authorities to have sufficient capacity in emergency accommodation and to have appropriate facilities in place for every person sleeping rough, on any night of the week. I also instructed the Dublin Region Homeless Executive, at that time, to set about ensuring the delivery of 200 additional permanent emergency beds by...

Written Answers — Department of Housing, Planning, and Local Government: Housing Assistance Payment Data (5 Dec 2017)

Eoghan Murphy: My Department does not routinely collect data in relation to households in receipt of the Housing Assistance Payment (HAP) who are making additional payments to their landlord beyond that of their HAP payment. However, I am aware that some HAP recipients are making payments directly to their landlords, beyond the amount of HAP being paid on their behalf. There is no legislative provision...

Eoghan Murphy: The Housing First programme is a key housing support for those that are homeless and have complex needs. This includes rough sleepers, long-term users of emergency accommodation, young people exiting care, and those exiting institutions such as prisons and hospitals. Evidence in Ireland and internationally shows the Housing First approach to be an efficient and effective way to address...

The table below provides details in...

Written Answers — Department of Housing, Planning, and Local Government: Rental Accommodation Standards (5 Dec 2017)

The Strategy for the Rental Sector, published in December 2016, set out a series of measures to be introduced to ensure the quality of private rental accommodation by strengthening the applicable standards and improving the inspection and enforcement systems. On 1 July 2017, updated regulatory standards, the Housing...

Eoghan Murphy: Following the commencement of the provisions in the Housing (Miscellaneous Provisions) Act 2014, the Housing Assistance Payment (HAP) scheme is considered to be a social housing support and consequently households in receipt of a HAP payment are not eligible to remain on the main housing waiting list. However, acknowledging that households on the waiting list who avail of HAP might have...

Eoghan Murphy: The Programme for Partnership Government includes a commitment to consider directly elected mayors in cities as part of a broader range of local government reform measures aimed at strengthening local democracy.  In response to this commitment, a policy discussion report on metropolitan governance for Ireland's cities is at an advanced stage of preparation. It...

Eoghan Murphy: My Department has been providing strong funding support to all local authorities to undertake remediation work to vacant social housing units and to re-let such housing, as soon as possible. The Voids Programme, introduced by my Department in 2014, is aimed at minimising the turnaround and re-let time of vacant units and returning them to use in a very energy efficient...

The committee will recall that during November, we discussed a Revised Estimate for my Department that did two...

Select Committee on Housing, Planning and Local Government: Estimates for Public Services 2017
Vote 32 - Housing, Planning and Local Government (Supplementary)
(5 Dec 2017)

Eoghan Murphy: I thank the Deputy for the questions. First, I acknowledge that it is welcome to have the additional funding from central government in the Supplementary Estimate and that we are able to put it to productive use. Other Supplementary Estimates for other Departments cover pay issues, whereas through this Supplementary Estimate we are putting money into building, acquisitions, regeneration and...

Select Committee on Housing, Planning and Local Government: Estimates for Public Services 2017
Vote 32 - Housing, Planning and Local Government (Supplementary)
(5 Dec 2017)

Select Committee on Housing, Planning and Local Government: Estimates for Public Services 2017
Vote 32 - Housing, Planning and Local Government (Supplementary)
(5 Dec 2017)

Eoghan Murphy: No. My understanding is that is not the void programme. I will get clarity on that for the Deputy because this is the first time we have detailed this as a line item in the tables. In respect of the regeneration of units less than six years old, there will be approximately 30 in Cork and more than 100 in Limerick and strong delivery in Dublin.

Select Committee on Housing, Planning and Local Government: Estimates for Public Services 2017
Vote 32 - Housing, Planning and Local Government (Supplementary)
(5 Dec 2017)

Eoghan Murphy: We have a detailed note on exactly where we are going with the regeneration programme. It will give us an update on the past couple of years and then what we are looking at. I can provide that to the committee. That is no problem and it might be helpful.

Select Committee on Housing, Planning and Local Government: Estimates for Public Services 2017
Vote 32 - Housing, Planning and Local Government (Supplementary)
(5 Dec 2017)

Eoghan Murphy: There is delivery under other subheads in schemes with housing bodies. That is the figure up to September of this year, so it will be additional to that. I am not in a position to give a detailed breakdown of the number above 4,000 today and I do not want to speculate about what it might be. In a few weeks I will be able to do that.

Select Committee on Housing, Planning and Local Government: Estimates for Public Services 2017
Vote 32 - Housing, Planning and Local Government (Supplementary)
(5 Dec 2017)

Eoghan Murphy: The Deputy is not getting the figures for the actual units. I can see that is not in the table. Only the expenditure is there. We had a social housing supports target for 2017 under several headings in the tables that are traditionally published and that the Deputy will be familiar with. I will be able to give a definite figure under each when we get to the end of the year. They will...
