- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (15 Oct 2019)
Darragh O'Brien: I suppose the point Deputy Casey is making is that the State owns land and is then buying it back from itself for an inflated price.

Darragh O'Brien: A market price which, if one is buying land in Dublin right now, most people would say is approximately 35% above what it should be.
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (15 Oct 2019)

- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (15 Oct 2019)
Darragh O'Brien: That is it. Ms Hegarty mentioned the northern commuter belt. The northern commuter line, including at Skerries, is operating over-capacity. Where there is no investment in capital infrastructure for a sustained period and no new interconnector in the city, and where rail capacity cannot be increased to get people into the city, it presents an issue in that an increasing number of people...

- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (16 Oct 2019)
Darragh O'Brien: I thank all the witnesses for their presentations. I am sorry I missed the start of them but I read the opening statements in advance of the meeting. To provide some context, this is the fourth meeting we have had on this legislation. My colleague, Deputy Ó Broin, has covered a number of issues. In saying that members have concerns, I am not being obstructionist in any way. A...

- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (16 Oct 2019)
Darragh O'Brien: On the extra layer, I am saying this as a Fingallian and someone who is from Fingal. We have to accept the local authorities are genuinely trying to deliver social housing but they have not been given the go-ahead to deliver affordable housing yet. Does Ms Myler see the LDA in this guise actually taking that over from the local authorities or does she see both doing it?
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (16 Oct 2019)
Darragh O'Brien: Will Ms Myler send us the information?

I thank the Leas-Cheann Comhairle. The purpose of this Bill is to prevent the so-called cuckoo funds from crowding out...

- Joint Oireachtas Committee on Housing, Planning and Local Government: Strategic Housing Development Review: Discussion (22 Oct 2019)
Darragh O'Brien: I thank the witnesses for their presentations, which I have read. I apologise for my absence but I had to attend another meeting for a short time. Some colleagues mentioned the work done by Killian Woods for The Sunday Business Postand also the academic report, De-democratising the Irish Planning System. Is it fair to say that PII and the builders it represents had unprecedented access to...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Strategic Housing Development Review: Discussion (22 Oct 2019)
Darragh O'Brien: I will conclude now. We do not believe that this process has worked as intended. It has not brought about the requisite increase in the number of homes built, and what we have given up is communities having a real say in the planning process on the ground. That is why this review is useful. I remain to be convinced, so if witnesses want to rebut what I have said, that is fine. Fianna...
