Timmy Dooley: I have an open mind on it. Reading between the lines, it seems to me that the Chair and the secretariat have decided that we cannot vote on something that has not yet been finally drafted.

- Joint Oireachtas Committee on Communications, Climate Action and Environment: Petroleum and Other Minerals Development (Amendment) (Climate Emergency Measures) Bill 2018: Discussion (18 Dec 2018)
Timmy Dooley: That is an important clarification. The Bill is still before the committee. However, if the committee cannot decide on the adoption of the report, will we be in a holding pattern waiting to come in to land? Would we have to await an election to change the dynamics of the committee?

- Joint Oireachtas Committee on Communications, Climate Action and Environment: Petroleum and Other Minerals Development (Amendment) (Climate Emergency Measures) Bill 2018: Discussion (18 Dec 2018)
Timmy Dooley: I would like to get some clarity. There is almost a belief that the Bill is now residing in some kind of purgatory.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Petroleum and Other Minerals Development (Amendment) (Climate Emergency Measures) Bill 2018: Discussion (18 Dec 2018)
Timmy Dooley: Or in limbo. I understand that is not the case. A proposal was made and, unfortunately, it was defeated. It was not that we did not agree. Following a tight vote, it was defeated under the procedures of the committee. Perhaps we can get some clarity from the secretariat in due course. My understanding is that the report falls, unfortunately. In effect, it has been defeated. That is...

The challenge facing us as an Oireachtas is to try to engage with the public to make the reality of climate change an acceptable phenomenon for it, to try to put in place a series of measures to change the behaviour of the public that the public will find acceptable and to do so in a way that the public does not feel it is being foisted...
