Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriations Account (Resumed)
Vote 24 - Justice and Equality (Resumed)
Chapter 6 - Procurement and Management of Contracts for Direct Provision (Resumed)
(11 May 2017)

Alan Kelly: There is one last thing. As part of the group we have requested a lot of documentation. We have received some of it already and we will receive more in the next few days. Through this examination, if there is any documentation in the Department that the witnesses consider we need to be made aware of, will they please do so before next week's meeting? I mean anything at all.

Alan Kelly: I thank the witnesses.

Topical Issue Debate: Bord na Móna (16 May 2017)

Alan Kelly: I find it incredible that a Minister of State at the Department of Health who is from inner city Dublin, although, in fairness, originally from Galway, as I found to my cost in a recent national league final, is dealing with this question.

Topical Issue Debate: Bord na Móna (16 May 2017)

Alan Kelly: Surely one of the Ministers was available from the appropriate Department. I ask for the indulgence and support of the Government for the workers in the Littleton Bord na Móna factory. A political charge was made against me on the floor of the House today by the leader of Fianna Fáil which was, frankly, childish. I know that he wants to run away from discussing the Garda...

Topical Issue Debate: Bord na Móna (16 May 2017)

Alan Kelly: I thank the Minister of State for his efforts in reading that out. As I said earlier, a political charge was made. In June 2015, the CEO of the company came and spoke very well to the workers. I regret, however, that a senior member of Bord na Móna did not come down to meet the workers to tell them they were losing their jobs. It is unacceptable that a senior representative of the...

Public Accounts Committee: Business of Committee (18 May 2017)

Alan Kelly: Given what is in the public domain and the previous discussion with the Department of Defence regarding other issues, we should write to the Secretary General of the Department of Defence asking for his detailed report on this and how it was dealt with.

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: That will not be possible

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: Mr. Meaney said it.

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: I do not think that would be fair any more than-----

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: I want clarity because, in fairness, Deputy Connolly went through that forensically. I do not think anyone here was fully sure because the witnesses certainly were not. I have so many questions about the IGB I do not know where to begin. I am surprised the witnesses are back here because I did not expect them to be back in their positions. Do they realise how bad the evidence they are...

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: We have to find-----

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: That is no problem but I did not ask about the strategic plan. Go on.

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: I was talking in general. I was not even referring to the contradictions in respect of the reports and dates. Does each of the witnesses stand over the evidence they have given to date? I will presume if I do not hear anything else, the answer is "Yes". Do the witnesses have confidence in each another and in the board? If I do not hear anything else, I will take it that, yes, the...

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: I have made a request.

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: Deputy Connolly asked Mr. Meaney about the motion of no confidence and he said that was a certain view. I was there. There were over 700 people - virtually the entire industry - in Horse and Jockey. Mr. Meaney is right about one thing. There are different sections in this industry, there is fragmentation, there are different groups and they do not always agree with one another but they...

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: Let me say that again, "IGB is under pressure to manage a legacy debt now reduced to €20.3 million, which preceded the current chairman, board and executive of IGB." So there was nobody on the board during this period which, as already stated, "preceded the current chairman, board and executive of IGB". Would Mr. Meaney now like to reflect on what he said? Is there a serving member...

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: I asked a question: was anyone present at this meeting on the board at that time? Mr. Meaney said it was a legacy and the people on the board now were not responsible for it. Was there anyone on the board? Mr. Meaney should remember where he is.

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: In those circumstances, how can the statement to the effect that "IGB is under pressure to manage a legacy debt now reduced to €20.3 million, which preceded the current chairman, board and executive of IGB." be accurate? Mr. Meaney has given evidence to the effect that there is a member of the current board who was on the board during that time. How do those two statements even tally?

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: I asked a specific question as to whether there is someone present who was on the board during that time?

Public Accounts Committee: Bord na gCon: Financial Statements 2015 (Resumed) (18 May 2017)

Alan Kelly: This is the fourth time I have read out Mr. Meaney's statement. It says, "IGB is under pressure to manage a legacy debt now reduced to €20.3 million, which preceded the current chairman, board and executive of IGB."
