Ceisteanna Eile - Other Questions: Land Development Agency (18 Sep 2019)

Darragh O'Brien: I look forward to the introduction of the legislation. It is important that the House and the members of the Joint Committee on Housing, Planning and Local Government get to see the legislation in order that we might discover what powers the Minister intends to give to the agency and how it will operate. It is not appropriate that Deputies should read in newspapers the views of staff within...

Ceisteanna Eile - Other Questions: Tenant Purchase Scheme Data (18 Sep 2019)

Darragh O'Brien: I wish to support Deputy Connolly on this issue. We have learned that the review is an ongoing discussion document within the Department. From time to time, the Minister of State and his ministerial colleagues can kick around possible recommendations but not let any of us know what is in the review. There are different views on the current scheme. I agree with Deputy Connolly. The...

Ceisteanna Eile - Other Questions: Tenant Purchase Scheme Data (18 Sep 2019)

Darragh O'Brien: After all of those questions and all of the back and forth, we are no further down the road. I ask the Minister of State to publish the review in order that we might see it. I know we discuss the issue of tenant purchase but the Minister of State has just engaged in a bit of linguistic gymnastics. I am trying to understand what exactly he is saying. If the review is ready, then please...

Ceisteanna Eile - Other Questions: Housing for People with Disabilities Provision (18 Sep 2019)

Darragh O'Brien: I ask this question on behalf of Deputy James Browne who cannot be in the Chamber. It is an issue I have raised also in committee. What plans has the Minister to address the issue of social housing for persons with mental health issues? What are his plans to provide additional housing and does his Department intend to track in each of the local authorities housing provision for those with...

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (18 Sep 2019)

Darragh O'Brien: I welcome the Minister and his officials. On social housing delivery, I note from the statement provided by the Minister that more than 6,400 homes are on-site. All present are acutely aware of the need to expedite the delivery of social housing. Has the Minister written to local authorities about raising the discretionary cap to €6 million, a measure negotiated for inclusion in...

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (18 Sep 2019)

Darragh O'Brien: I have one final point. The Housing Agency is buying whole estates and large parts of estates. It is not buying estates that would not have been built were it not for the agency. It is doing that, and the Minister knows this is happening.

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (18 Sep 2019)

Darragh O'Brien: I apologise that I had to leave the meeting for a while to attend another meeting. I want to come back to two issues. On the discretionary cap, I do not accept the position the Minister has outlined. It will make a substantial difference in speeding up the delivery of social homes, which are badly needed. I do not believe it will leave the Department open to any undue risk because, as I...
