- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (4 May 2023)
Mary Fitzpatrick: I had asked about whether negative unintended consequences might arise from the fact the land value sharing tax is proposed, in the initial instance, to apply to changes in land zoning to residential use. Did the economic appraisal identify any potential for reactions in doing that and not introducing a tax also for other land zoning changes?

- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (4 May 2023)
Mary Fitzpatrick: They are ring-fenced for the local authority, but it is a sticking point with a lot of local authority members. Within the local authority, what scope will elected members have? I am not great at geography, but I am thinking of maybe Cork County Council, which is a big county council. Is there an area for, let us say, west Cork, or Clonakilty, for example?
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (4 May 2023)
Mary Fitzpatrick: I agree with Mr. Hogan, obviously, that any funds coming into the local authorities should be used, as a priority, for the area for which they were intended. We all live in the real world. Sometimes there can be other competing priorities and it may make sense, because of other funding streams coming in, for the funds to be diverted. What is critical for the local authority members is that...

- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (4 May 2023)
Mary Fitzpatrick: I guess most local authorities are really going to welcome this, because they will see it as an opportunity to collect some new funds, and generate some income for the local authority, which they can then invest, potentially, in improving infrastructure, etc. However, what scope will the local authorities have to determine how those funds are spent? Will larger local authorities have scope...

Mary Fitzpatrick: Gabhaim buíochas leis an Aire. It is welcome news that the Department is engaging with the city council and is looking favourably on this proposal. It is important that we preserve our unique heritage. It is called the sound of Ireland because of the unique sound that uilleann pipes create, the uniqueness of the instrument, the complexity of it and the richness of that sound. I...
