- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)
Gerald Nash: Will Mr. D'Arcy expand on what he said earlier in respect of unilateral targets? He stated that corporate Ireland would be better placed if there was an overarching national vision on climate change. The latter is what we are trying to address in the context of the proposed legislation. Would corporate Ireland benefit from and would jobs be created as a result of that vision being wedded...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)
Gerald Nash: I accept and understand that Mr. Linehan is not a constitutional lawyer, but he is obviously clear in his own view that he would like to see the Attorney General publish her advice on her consideration of the drafting of this legislation. Does Mr. Linehan think that the Attorney General should publish all advice on legislation under the consideration of her office? What ramifications does...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)
Gerald Nash: I wish to tease out a little the reference to the expert advisory group. The witness stated that it should publish annual reports without ministerial consent and have the independence and autonomy to do so. I understand where the witnesses are coming from in that regard. Who should be permitted to sit on and operate within the expert advisory group? Will the witnesses elaborate on how it...

- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)
Gerald Nash: I refer to bio-diversity plans, the habitats directive, primary legislation relating to habitats protection, including peat bogs and so on, and the whole range of policy areas governed by specific legislation. There may well be a need to include a reference to climate change legislation and to amend those plans and that legislation. Does Ms Murray understand what I am driving at?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)
Gerald Nash: I may not be articulating it very well. A whole range of legislation may need to be amended in order to give effect to what we all want to see new climate change legislation reflect. It is another way to do that.
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (5 Jul 2013)
Gerald Nash: Our primary objective in embarking on this consultation process is to identify, from the insight of stakeholders and experts who have been active in this area for a long time, any deficiencies in the proposed legislation. Where do the delegates see the benefits from the Bill? What is positive about it from their perspective? We are in a progressive minority in Europe in embarking on this...

- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (8 Jul 2013)
Gerald Nash: Yesterday and today we have had detailed discussions on the structure of the expert advisory body. I am interested to hear more from the witnesses on this, specifically how they would like to see it evolve and be provided for in the legislation. How would they see it becoming more autonomous and independent of the Government? Who do they believe should sit on the expert advisory body?...

- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Climate Action and Low Carbon Development Bill 2013: Discussion (Resumed) (8 Jul 2013)
Gerald Nash: My first question relates to the farming and agrifood sector. Ireland is in unique circumstances in terms of the rate of emissions from the agricultural sector. Scotland is in a different situation, but there may be broad similarities between it and Ireland in some areas. From a political point of view, how did the Scottish Government manage to bring the farming community with it on this?...
