Public Accounts Committee: 2012 Annual Report and Appropriation Accounts of the Comptroller and Auditor General
Vote 39 - Health Service Executive
Section 38 - Agencies Remuneration
(3 Jul 2014)

Áine Collins: I accept that. There is a lot more that could have been done-----

Public Accounts Committee: 2012 Annual Report and Appropriation Accounts of the Comptroller and Auditor General
Vote 39 - Health Service Executive
Section 38 - Agencies Remuneration
(3 Jul 2014)

Áine Collins: -----that would be an awful lot simpler. Ms McGuinness talks about accounts and not getting information. In the service level agreement, why does the HSE not design a particular template of accounts that would provide it with all the information it needs at the end of the year and also a template on what the governance of all these organisations should be? That would clean up so much of this.

Public Accounts Committee: 2012 Annual Report and Appropriation Accounts of the Comptroller and Auditor General
Vote 39 - Health Service Executive
Section 38 - Agencies Remuneration
(3 Jul 2014)

Áine Collins: Does the HSE provide a chart of accounts for organisations to fill in in a particular way?

Public Accounts Committee: 2012 Annual Report and Appropriation Accounts of the Comptroller and Auditor General
Vote 39 - Health Service Executive
Section 38 - Agencies Remuneration
(3 Jul 2014)

Áine Collins: While I accept that they all have their own audit because they are separate legal entities and that the audited accounts will be done in a particular way which is within auditing standards, surely it would be simple to provide a chart of accounts that HSE needed information on. It would get bank balances and all the other information that the HSE would need. Such a chart would be simple to...

Public Accounts Committee: 2012 Annual Report and Appropriation Accounts of the Comptroller and Auditor General
Vote 39 - Health Service Executive
Section 38 - Agencies Remuneration
(3 Jul 2014)

Áine Collins: I thank Ms McGuinness.

Select Committee on Jobs, Enterprise and Innovation: Friendly Societies and Industrial and Provident Societies (Miscellaneous Provisions) Bill 2013: Committee Stage (3 Jul 2014)

Áine Collins: I apologise for having to leave as I must go to a meeting of the Committee of Public Accounts.

Free Travel Pass: Motion [Private Members] (8 Jul 2014)

Áine Collins: I welcome the opportunity to speak on the motion. The free travel scheme is equally important to rural and urban pensioners for carrying out everyday tasks. Last week, we spoke about the effects a sense of isolation can have on individuals, especially in rural areas. This applies especially to older people who have given so much to the country. Transport serves older people who, for one...

Free Travel Pass: Motion [Private Members] (8 Jul 2014)

Áine Collins: On each occasion, Fine Gael and the Labour Party took hard decisions in the national interest to restore the economy to a state where it can pay for badly needed social services like free travel. When will Fianna Fáil disclose that, in its successful efforts to buy its way into power in three successive general elections, it destroyed the lives of thousands of people, forcing hundreds...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Action Plan for Job Creation and Innovation: Startup Ireland (8 Jul 2014)

Áine Collins: I welcome the delegates. This is a very interesting discussion. Coincidentally, I have just returned from Tel Aviv. I was there with a European mission for growth. As I had wanted to visit Tel Aviv for some time, when the opportunity was presented to the committee, I had my hand up first. The delegates are very familiar with the work we are doing in Cork with the Cork Foundation and in...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Action Plan for Job Creation and Innovation: Startup Ireland (8 Jul 2014)

Áine Collins: I had noted that. We should definitely examine what we could do in that regard. However, it must be coupled with incubation. Cork County Council has incubation centres, but the one in Millstreet is half empty. We cannot get start-ups into it. It appears to be more of a city thing-----

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Action Plan for Job Creation and Innovation: Startup Ireland (8 Jul 2014)

Áine Collins: It has to be vibrant and located in the middle of the city, not on the outskirts, as people want to be in the centre. Obtaining venture capital of €2 million to €5 million has been a problem in Ireland for 20 years, not just today. As a state, we will probably have to set up our own venture capital fund to try to partner with someone else or do something different. We are...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Action Plan for Job Creation and Innovation: Startup Ireland (8 Jul 2014)

Áine Collins: The first thing that happens is that they want their headquarters there. We must find a policy to do something about this. We have a submission on getting a tax credit for angel investors. It goes up to €20 million and cuts off at €20 million in one year so that it is focused. The entrepreneur must get approval from the Revenue Commissioners. Seed capital is one of my...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Action Plan for Job Creation and Innovation: Startup Ireland (8 Jul 2014)

Áine Collins: Missions for Growth is a European initiative and it is going to China and Turkey next. I hope it will come to Ireland. The committee has invited its representatives in the first quarter of next year and we hope it can bring in 150 or 160 companies to meet entrepreneurs and other businesses and to discuss Government access. It is an excellent opportunity.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Action Plan for Job Creation and Innovation: Startup Ireland (8 Jul 2014)

Áine Collins: I have list of cards and I would be delighted to meet witnesses and go through it with them.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Action Plan for Job Creation and Innovation: Startup Ireland (8 Jul 2014)

Áine Collins: As we look around the room, it is an example of what is happening everywhere else. This applies to both sides of the table. There is an issue with diversity.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Action Plan for Job Creation and Innovation: Startup Ireland (8 Jul 2014)

Áine Collins: There has been a big change in trying to get more women on boards but, unfortunately, a huge amount of women do not apply. It is an issue of risk.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Action Plan for Job Creation and Innovation: Startup Ireland (8 Jul 2014)

Áine Collins: It is very clean, it is 16.5%.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Action Plan for Job Creation and Innovation: Startup Ireland (8 Jul 2014)

Áine Collins: I have heard that companies are setting up in Ireland, getting the early stage investment benefits and then relocating to the north or the UK.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Action Plan for Job Creation and Innovation: Startup Ireland (8 Jul 2014)

Áine Collins: It is too complicated.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Action Plan for Job Creation and Innovation: Startup Ireland (8 Jul 2014)

Áine Collins: I learned another interesting thing in Tel Aviv. One would need a degree in how to get around a website to understand the Enterprise Ireland site. With the Tel Aviv website, people can ask a question about female entrepreneurs and two or three other elements and it provides all of the relevant information. That is something we could suggest. I am familiar with the Enterprise Ireland...
