Tom Parlon: In terms of consultation with the Ceann Comhairle, what I said is that the amendment will provide that the power to dismiss the Secretary General, who is also the Clerk of the Dáil, and the Clerk Assistant of the Dáil may be assigned by the Government to the Taoiseach, who may act on the recommendation of the Ceann Comhairle after consultation by him with the Houses of the Oireachtas Commission.

The Oireachtas commission has been recently appointed and it suggested and recommended that the Taoiseach would be the individual with this responsibility who would act on the recommendation of the Ceann Comhairle.

On the question of the involvement of the Taoiseach, if a Minister must make the final decision to dismiss his Secretary General, I am sure he will consult widely to inform himself fully and make his decision based on all the conditions we have laid out in the legislation. Tom Parlon: On the quality of consultation, I do not know the quality of discussion within the Houses of the Oireachtas Commission. However, the procedure was discussed with the Minister's representative, Deputy Brian Lenihan, and, through him, no issue was found to arise. That is my understanding.
