Committee on Budgetary Oversight: Business of Select Committee (12 Jul 2017)

Committee on Budgetary Oversight: Business of Select Committee (12 Jul 2017)

Dara Calleary: The Chairman will get used to us fighting our corner. With a lot of Mayo blood in the Chairman, I expect her support for regional investment in capital plans.

Committee on Budgetary Oversight: Development and Reform of the Budget Process: Irish Human Rights and Equality Commission (12 Jul 2017)

Dara Calleary: I want to address the workshop, which sounds like an excellent idea. I propose that the Chairman invite the Working Group of Committee Chairmen to undertake such a workshop because there is no sense in this committee promoting equality budgeting and gender-proofed budgeting unless each line committee takes them on. It might be worth the Chief Commissioner's while writing to the chairman of...

Committee on Budgetary Oversight: Development and Reform of the Budget Process: Irish Human Rights and Equality Commission (12 Jul 2017)

Dara Calleary: Dr. Murphy mentioned Rebuilding Ireland. I suspect that the Oireachtas Committee on Housing, Planning, Community and Local Government probably never thinks of gender proofing housing programmes. It just wants to get houses built. There are so many areas where people do not think this is relevant when it is relevant. If we put it on everyone's agenda, these people could not claim ignorance.

Summer Economic Statement 2017: Statements (13 Jul 2017)

Dara Calleary: I wish the Minister well in his new joint custody arrangements involving the Department of Public Expenditure and Reform and the Department of Finance. The Department of Public Expenditure and Reform might get the Minister at weekends - I am unsure. I wish the new ministerial team well. I was listening to their remarks and to the speeches. The intent was good but the reality is so...

Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Dara Calleary: Did he read it on Sunday morning?

Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Dara Calleary: So when was the expenditure of €170 million, the source of which has not been identified, officially decided at Cabinet?

Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Dara Calleary: In terms of the specific decision by Cabinet. As the Committee on Budgetary Oversight we are pursuing the allocation of €170 million, source unidentified. When was the specific decision taken at Cabinet to spend that money?

Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Dara Calleary: Did the Minister specifically identify the underspend as being ring-fenced for refunding water charges at any time in Cabinet discussions?

Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Dara Calleary: As Deputy Doherty said, there is an underspend in the Department of Children and Youth Affairs of €39 million. That will more than likely be sucked up in the next few weeks as the various initiatives roll out. There is an underspend of €21 million in health yet the HSE said at the weekend that it needed €320 million extra for elder care services such as home care...

Dara Calleary: The Minister has had his time with Deputy Doherty on this issue.

Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Dara Calleary: We are not arguing with that. As the Committee on Budgetary Oversight, we have oversight over the process. The Taoiseach announced in the Sunday Independent- and I deliberately make the difference between the Taoiseach and the Government - the expenditure of €170 million. The Minister cannot tell us today where that money is coming from. I wanted to know when a Cabinet decision was...
