Timmy Dooley: They are important. We need to do some scenario planning. I am sure the Department is doing some. Mr. Watt might not be in a position to make guesstimates too far ahead. It is better that we spend money now on trying to develop programmes and plans that will reduce our compliance cost.

Timmy Dooley: I have some concern about that. When one sees the fluctuation in the price of fossil fuel at the pumps at present, it does not seem to be enough of a deterrent. In Ireland we are quite used to massive fluctuations in oil prices. The Government has to go further with the carrot in the initial stages to try to achieve that change.
