- Seanad: Inland Fisheries (Amendment) Bill 2017: Committee and Remaining Stages (27 Jun 2017)
Terry Leyden: I know, but I just want to get this point across. I ask the Minister of State to talk to the Minister for Communications, Climate Action and Environment and try to come up with a solution.
- Seanad: Inland Fisheries (Amendment) Bill 2017: Committee and Remaining Stages (27 Jun 2017)
Terry Leyden: I congratulate the Minister of State on the Bill. We all accept the situation is very difficult for IFI without the powers under the relevant Act and that the matter had to be dealt with quickly. Fianna Fáil supports that concept and wants those powers restored to stop poaching and other abuses on our rivers. I will say no more, other than to request again that the Minister and...
- Seanad: Order of Business (28 Jun 2017)
Terry Leyden: The Constituency Commission Report 2017 has been published.
- Seanad: Order of Business (28 Jun 2017)
Terry Leyden: I accept that, and from my vast experience-----
- Seanad: Order of Business (28 Jun 2017)
Terry Leyden: From my experience here there will be no changes. That is what I have seen over the years. There is profound shock in north Roscommon and the Boyle area as 7,800 members of the population will be brought into the constituency of Sligo-Leitrim. The area has 18 electoral divisions that will go from Roscommon to Sligo-Leitrim, including urban and rural Boyle, Ballyfarnan, Keadue, Cootehall,...
- Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Committee and Remaining Stages (28 Jun 2017)
Terry Leyden: I welcome the Minister of State, Deputy Kyne. As Fianna Fáil spokesperson for communications, climate change and natural resources, I must tell Senator O'Sullivan that unfortunately we cannot support the amendment for the simple reason that it would not keep with the Bill and could delay it being enacted. To be consistent, in February 2011 onshore petroleum licence options for the...
- Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Committee and Remaining Stages (28 Jun 2017)
Terry Leyden: I say this having represented Roscommon for the past 40 years, with 36 years in a beautiful consolidated county. These electoral divisions are the most outrageous Tullymander I have ever come across. It did not affect Meath. It did not affect the Minister in the Department. It is the most outrageous bit of work.
- Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Committee and Remaining Stages (28 Jun 2017)
Terry Leyden: The point I am elaborating on is that it is coming at a very convenient time for a certain person who is jumping ship from Roscommon, who may benefit from the fact the fracking Bill will be passed today, in conjunction with his colleague, Deputy Tony McLoughlin, who initiated the Bill. That is another day's work and I wish him well.
- Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Committee and Remaining Stages (28 Jun 2017)
Terry Leyden: I always wish politicians success. I lost an area of Galway one time and landed up in lovely Longford. That was the end of my career in the Dáil. It will be difficult for other people in Roscommon.
- Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Committee and Remaining Stages (28 Jun 2017)
Terry Leyden: I apologise for diverting but I had an opportunity. Fianna Fáil will oppose the amendment with the Government because we believe it to be the right thing to do. We commend the Minister of State, Deputy Kyne, and the Minister, Deputy Naughten. I heard the Minister on the radio today and he spoke very highly about this issue. When he came in as Minister, he ran with this Bill so he has...
- Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Committee and Remaining Stages (28 Jun 2017)
Terry Leyden: I compliment the Minister of State, Deputy Kyne, and wish him well. It is tremendous that the Government has accepted this Private Members' Bill. It is a step in the right direction because bringing forward a Private Members' Bill on one's own without the backing and support of Ministers is practically impossible. I say "well done" to Deputy Tony McLoughlin and his team for pushing it...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Digital Hub Development Agency: Chairman Designate (4 Jul 2017)
Terry Leyden: I thank Mr. Holden and congratulate him on his appointment. The Digital Hub was under enormous pressure during the recession. The concept is brilliant; the hub utilises an area of the city which was run down and which it has regenerated. The hub has nine acres and 19 buildings under its control. What kind of funding is it getting from the State per annum? Mr. Holden said that student...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Digital Hub Development Agency: Chairman Designate (4 Jul 2017)
Terry Leyden: That sounds very practical. Does it bear any relation to the development of further inward investment? I presume the hub receives support from IDA Ireland. I presume the agency is promoting the Digital Hub internationally. In light of Brexit and what is going to happen, I imagine the Digital Hub should be focusing on the British market and hoping to attract small companies that would...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Digital Hub Development Agency: Chairman Designate (4 Jul 2017)
Terry Leyden: The amount of money involved seems to be very low for something that has such potential. I presume the agency has access to capital funding for capital projects. Is there any special tax designation in terms of developing that area as being, in a sense, one of national significance? St. Patrick's Tower is in the agency's portfolio. I pass it quite regularly. It can be seen from the road....
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Digital Hub Development Agency: Chairman Designate (4 Jul 2017)
Terry Leyden: Is it still there?
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Digital Hub Development Agency: Chairman Designate (4 Jul 2017)
Terry Leyden: It is still operating. It did not move. It is close to the agency's operation.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Digital Hub Development Agency: Chairman Designate (4 Jul 2017)
Terry Leyden: It is kind of complementary to what the agency is doing.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Digital Hub Development Agency: Chairman Designate (4 Jul 2017)
Terry Leyden: Yes. It is quite a good area. It sells a lot. It is distinctive.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Digital Hub Development Agency: Chairman Designate (4 Jul 2017)
Terry Leyden: On the question about capital, I feel that the money involved is very low in relation to, say, the development of the International Financial Services Centre. I was on the Front Bench of Fianna Fáil when Mr. Haughey brought that to the Front Bench. No one knew much about it except himself, including any of the potential Ministers, but he drove it very fast. Should there be a bit more...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Digital Hub Development Agency: Chairman Designate (4 Jul 2017)
Terry Leyden: He might be back shortly in government so Mr. Holden might as well be speaking to the right man.
