Proposed approval by Dáil Éireann of Ireland’s participation in two European Defence Agency Projects: Motion (30 Nov 2017)

Eamon Ryan: I met the partners of people in the Defence Forces outside the gates of this House today and yet again I am hearing the same story, that our defence forces are at point of real crisis under the Minister of State's watch. That extends from officer level down to private level. We are all rightly proud of our Defence Forces, the work that 790 or so of them are doing in overseas missions and...

Topical Issue Debate: Homelessness Strategy (30 Nov 2017)

Eamon Ryan: I join my colleagues in expressing sorrow, sympathy and support for families and friends of the two individuals who died in recent days. For those of us from the constituencies where the deaths happened, it brings the crisis home. I know very well the streets in Ranelagh where that poor man died. It is deeply shocking. There is a sense of loss and tragedy when that occurs. The crisis is...

Topical Issue Debate: Homelessness Strategy (30 Nov 2017)

Eamon Ryan: We all have similar friends. When we bring the issue down to the personal level it shows that this counts. I have one specific question for the Minister of State. Why is it only in mid-December that those additional 200 units come into place? Given that we know the scale of the numbers has risen and that the cold weather comes in mid-November, why do these additional units not kick in...

Topical Issue Debate: Homelessness Strategy (30 Nov 2017)

Eamon Ryan: I asked why the additional units are not coming on stream until mid-December.

Order of Business (5 Dec 2017)

Eamon Ryan: We asked the Government last week for a debate on the PESCO proposals. As I understand it, the Government intends to sign up to the agreement at the European Council meeting on 11 December. This issue is of huge significance to our country and, as such, we should be given more time to debate it. Perhaps the Business Committee might meet later today to discuss how that can be facilitated.

Order of Business (5 Dec 2017)

Eamon Ryan: Ceann Comhairle-----

Order of Business (5 Dec 2017)

Eamon Ryan: I fully support what Deputy Howlin says, that this would be brought to the committee so that the Defence Forces and others could come in and explain what is happening rather than rushing it through for the December Council meeting. Would that be possible?

Order of Business (5 Dec 2017)

Eamon Ryan: This should be put back to give us time to consider it.

Ceisteanna - Questions: National Economic and Social Council (5 Dec 2017)

Eamon Ryan: I agree on that last point. NESC has done some good work on climate change. The council has shown far more ambition than the Government. The Taoiseach says these are all long-term issues. How will the council's work in climate change co-ordinate with the work done by the national dialogue on climate action, the planning framework and the capital plan? This is a long-term problem but we...

Written Answers — Department of Justice and Equality: Proposed Legislation (5 Dec 2017)

Eamon Ryan: 94. To ask the Tánaiste and Minister for Justice and Equality the way in which the right to work will be restricted for refugees in terms of the category of work and or timeframes; and the date on which the new provisions will apply to allow refugees to begin to work. [51751/17]

Written Answers — Department of Justice and Equality: Immigration Data (5 Dec 2017)

Eamon Ryan: 115. To ask the Tánaiste and Minister for Justice and Equality the number of asylum and immigration cases that are being held up or pending approval while awaiting the judgment of the appeal to the Supreme Court of the Court of Appeal judgment in a case (details supplied); and the status of those persons waiting for decisions dependent on that appeal. [51752/17]

Written Answers — Department of Finance: Public Private Partnerships Cost (5 Dec 2017)

Eamon Ryan: 145. To ask the Minister for Finance the annual cost profile of each public private partnership project; and the balance between construction and maintenance costs for each project in view of the existing commitments for €9.6 billion for existing public private partnerships are distributed over the remaining years of the contracts, [51882/17]

Written Answers — Department of Public Expenditure and Reform: Public Private Partnerships (5 Dec 2017)

Eamon Ryan: 152. To ask the Minister for Public Expenditure and Reform his plans to publish the cost-benefit analysis of existing public private partnership projects; and the criteria used to select them as recommended by the International Monetary Fund public investment management assessment for Ireland. [51881/17]

Written Answers — Department of Public Expenditure and Reform: Public Spending Code (5 Dec 2017)

Eamon Ryan: 153. To ask the Minister for Public Expenditure and Reform when he plans to complete a review of the public spending code and introduce an infrastructure projects unit within his Department as recommended in the IMF public investment management assessment for Ireland. [51883/17]

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Heritage Bill 2016: Discussion (Resumed) (5 Dec 2017)

Eamon Ryan: I was very interested in BirdWatch Ireland's presentation with regard to the curlew, with which we are all so familiar. I was disappointed to hear it is threatened here and globally. I understood we have a migratory species of curlew and our own indigenous species. Could I have some details on this? What are the numbers? What is the underlying cause of the decline? Could I have similar...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Heritage Bill 2016: Discussion (Resumed) (5 Dec 2017)

Eamon Ryan: I fully support Mr. Punch's proposal on renewable energy. In our own time in government we provided a payment for self generation to encourage exactly that and I would like to see it restored. The central point seems to be that where the Common Agricultural Policy is going is in rewarding farmers further than GLAS or anything we have seen to date for protecting and encouraging...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Heritage Bill 2016: Discussion (Resumed) (5 Dec 2017)

Eamon Ryan: We should not burn it then.

Leaders' Questions (Resumed) (6 Dec 2017)

Eamon Ryan: I was involved in negotiating the creation of an all-island electricity market with Ms Arlene Foster and Mr. Nigel Dodds. I mention this because of the lessons that were learned. We got the market over the line by saying nothing in public, by building trust and by doing the work behind the scenes. Does the Taoiseach regret that we were not slightly quieter and that we did not say less on...

Leaders' Questions (Resumed) (6 Dec 2017)

Eamon Ryan: I accept that the Taoiseach cannot answer the latter part of my question. I accept the import of what he said about having to conduct business in private to a certain extent. In my first question I referred to our relationship with the North. I agree with the Taoiseach that it is vital for us to maintain good relationships with the unionist community in the North which we have built in the...

Questions on Promised Legislation (6 Dec 2017)

Eamon Ryan: Yesterday the Climate Change Advisory Council came out with yet another damning report on the Government's action on climate change. It calls for a completely different approach in the power generation sector. The Government has argued we should have 40% renewables by 2030 but we think it could be 75%. The council argues the transport budget must be changed in favour of public transport...
