Kathleen Lynch: Where an application for a Primary Medical Certificate has been refused, any appeal of this decision is dealt with by the Disabled Drivers Medical Board of Appeal, National Rehabilitation Hospital, Rochestown Avenue, Dun Laoghaire, Co.
