Colm Burke: 468. To ask the Minister for Health the action that is being taken to expedite the processing of applications for medical card holders in the south-east CH05 area who require care under the HSE community ophthalmic services scheme for persons who require eye examination and optical appliances, in view of the fact that the processing of these applications is taking anything up to eight weeks...

Ceisteanna Eile - Other Questions: Budget 2024 (9 May 2023)

Colm Burke: I have raised this matter previously in the House. In fact, I raised recently with the Tánaiste the issue of the many vacant properties, and part of the reason they are vacant is because there is defective title. There is a need for local authorities to be more proactive in using compulsory purchase orders, CPOs, to assist the landowners to get good title in order that they can go and...

Ceisteanna Eile - Other Questions: Flood Risk Management (11 May 2023)

Colm Burke: 44. To ask the Minister for Public Expenditure and Reform if a decision has now been made in respect of the wording of the contract for the Glashaboy flood relief scheme; if he will outline the date when work will commence on the project; and if he will make a statement on the matter. [22084/23]

Ceisteanna Eile - Other Questions: Flood Risk Management (11 May 2023)

Colm Burke: I welcome the Minister of State's comments. One of the problems we have now in respect of the tendering process is the long period from when the tenders come in to when they are signed off on. That has happened on quite a number of projects over the past number of years and costs continue to rise. It is really important that there is no further delay in awarding the contract. After that,...

Ceisteanna Eile - Other Questions: Flood Risk Management (11 May 2023)

Colm Burke: In fairness, I think everything has been done by the Department. As the Minister of State outlined, the matter comes under the remit of Cork City Council. We must make sure that a timely decision is made by the council to award the contract and that the person who gets it accepts it in a timely manner in order that we will not have to go back out to tender at a later stage. This is a vital...

Public Accounts Committee: Appropriation Accounts 2021
Financial Statements 2021: HSE
Special Report No. 114 of the Comptroller and Auditor General: Emergency Procurement of Ventilators by the HSE
Vote 38 - Health
(11 May 2023)

Colm Burke: I apologise for not being present for the presentation. I was in the Dáil, dealing with questions to the Minister. I would like to deal with the issue of the pending legal proceedings in respect of the refund of the figure of €22 million or €23 million. Where are those proceedings held? Are they in Ireland or are they outside of Ireland's jurisdiction?

Colm Burke: They are involved in the Chinese legal system.

(11 May 2023)

Colm Burke: Is it the case that we have someone employed in China who is dealing with this?

Special Report No. 114 of the Comptroller and Auditor General: Emergency Procurement of Ventilators by the HSE
Vote 38 - Health
(11 May 2023)

Colm Burke: In relation to the legal process, what stage is it at? Are we, for example, six months, 12 months or two years away from hearing about it? What is the process there? It is obviously a totally different legal system from ours.

Special Report No. 114 of the Comptroller and Auditor General: Emergency Procurement of Ventilators by the HSE
Vote 38 - Health
(11 May 2023)

Colm Burke: I have another question about the legal proceedings. Is it the case that there are people here in the legal system in Ireland who have a connection with China? I presume that it is.

Special Report No. 114 of the Comptroller and Auditor General: Emergency Procurement of Ventilators by the HSE
Vote 38 - Health
(11 May 2023)

Colm Burke: Another issue relating to the legal proceedings is that it is fine to get a court order or whatever the process in China is, but there is also the matter of collecting. Has that been analysed in regard to whether or not it is feasible? If there were an order at further recovery would that be deliverable on at the end of the day?

Colm Burke: It is the case, then, that for €500,000 in expenditure, we got back €30 million of what we were trying to recover.

Special Report No. 114 of the Comptroller and Auditor General: Emergency Procurement of Ventilators by the HSE
Vote 38 - Health
(11 May 2023)

Colm Burke: That is okay. I want to move on to the issue of the operation of the National Treatment Purchase Fund, NTPF. There is a major problem with delays in getting access to treatment. If someone has an 18-month or two-year delay in getting access to treatment, they may very well then require a higher degree of treatment, at a far higher cost. Has the NTPF been analysed regarding how we can...
