Seán Barrett: I must point out that what we are being asked to agree here is the proposal for dealing with Second Stage of the Social Welfare and Pensions Bill. The next proposal, on No. 10, deals with the motion to instruct the committee regarding changes to the Bill. I say this in case there is any misunderstanding.

If Deputies want to change Standing Orders, I have no problem with that. Deputies should submit a request to the Committee on Procedure and Privileges and it can be discussed.
