- Road Traffic Bill 2016 [Seanad]: Report Stage (Resumed) and Final Stage (15 Dec 2016)
Shane Ross: I will accept the amendment.
- Road Traffic Bill 2016 [Seanad]: Report Stage (Resumed) and Final Stage (15 Dec 2016)
Shane Ross: I thank the Deputies for their contributions on this matter. It is a little strange that one of the most useful modern implements in both business and personal life has also tended to cause many road accidents. It is a quite wicked introduction to the car. Deputy Lahart asked what is my philosophy on this and I do not know, but I believe there is a lesson to be learned. The incidents...
- Road Traffic Bill 2016 [Seanad]: Report Stage (Resumed) and Final Stage (15 Dec 2016)
Shane Ross: I share the Deputy's sentiments but I repeat the effect of this amendment probably quite inadvertently because of the way it is drafted would be to reduce the maximum fine in place from €2,000 to €160. I have no problem with the proposal to increase the number of the penalty points. That would probably be a good idea. The effect of this amendment in reducing the maximum fine...
- Road Traffic Bill 2016 [Seanad]: Report Stage (Resumed) and Final Stage (15 Dec 2016)
Shane Ross: I do not think so.
- Road Traffic Bill 2016 [Seanad]: Report Stage (Resumed) and Final Stage (15 Dec 2016)
Shane Ross: I will certainly try and get that information as it would be useful. What Deputy Eugene Murphy said is probably right. I have not heard of this fine being imposed but it is in place. The effect of reducing a fine by so much is unacceptable because it is in place for a purpose.
- Road Traffic Bill 2016 [Seanad]: Report Stage (Resumed) and Final Stage (15 Dec 2016)
Shane Ross: I do not think I can. I do not think I can accept part of an amendment. The Chair can rule on that. If I could accept the part of the amendment proposing the imposing of six penalty points I would, but I do not believe I can.
- Road Traffic Bill 2016 [Seanad]: Report Stage (Resumed) and Final Stage (15 Dec 2016)
Shane Ross: No, I do not believe it is, but I would take it if I could.
- Road Traffic Bill 2016 [Seanad]: Report Stage (Resumed) and Final Stage (15 Dec 2016)
Shane Ross: Once again, I thank Deputy Broughan for bringing forward this matter for consideration. I appreciate what he is trying to do with this amendment. I have read the amendment carefully but it has several unintended consequences and it presents a few problems. The amendment refers to the book of evidence in cases involving learners driving unaccompanied and/or without L plates. It would...
- Road Traffic Bill 2016 [Seanad]: Report Stage (Resumed) and Final Stage (15 Dec 2016)
Shane Ross: I thank Deputies who have contributed to the debate on this. I do not have an enormous amount to add. One of the problems in preparing legislation of this sort, as Deputy Troy alluded to yesterday, is that I have an army of civil servants and lawyers behind me who look at amendments when they come through. A large number of Members proposing amendments, however, do not have that advantage....
- Written Answers — Department of Transport, Tourism and Sport: Local Improvement Scheme Expenditure (16 Dec 2016)
Shane Ross: I propose to take Questions Nos. 495 and 499 together. The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from the Authority's own resources supplemented by State road grants. The initial selection and...
- Written Answers — Department of Transport, Tourism and Sport: Regional Airports (16 Dec 2016)
Shane Ross: The capital funding allocated for the regional airports in 2017 is €3.75 million. The Programme for Government commitment is to provide an additional €10 million over the lifetime of the Capital Plan to support the four airports in Donegal, Ireland West Airport Knock, Kerry and Waterford. This commitment, along with other Programme for Government commitments of...
- Written Answers — Department of Transport, Tourism and Sport: EU Issues (16 Dec 2016)
Shane Ross: A submission is being prepared to send to the European Commission for a revision of the TEN-T Core Network in accordance with the commitment in the Programme for Government. The result of the UK Referendum on exiting the EU has changed the landscape somewhat. From a Trans-European Transport perspective, the UK exit will increase further the peripherality of the western seaboard...
- Written Answers — Department of Transport, Tourism and Sport: Rural Transport Services Provision (16 Dec 2016)
Shane Ross: Since April 2012 the National Transport Authority (NTA) has been assigned national responsibility for integrated local and rural transport, including management of the Rural Transport Programme funded by my Department. As I have advised the House previously, the NTA is preparing a report for my Department, in line with the commitment in the Programme for Government. I anticipate...
- Written Answers — Department of Transport, Tourism and Sport: Departmental Contracts (16 Dec 2016)
Shane Ross: These Questions relate to the tax affairs of an individual person. The Department of Transport, Tourism and Sport would regard such details as confidential. The position was outlined to the individual in a letter dated September 2013, at a meeting in October 2013, and then again in letters dated 8 December 2015, 15 December 2015, 18 December 2015 and 22 December 2015....
- Written Answers — Department of Transport, Tourism and Sport: Driver Licences Renewals (16 Dec 2016)
Shane Ross: These are operational matters for the National Driver Licensing Service, which is the statutory responsibility of the Road Safety Authority. I have therefore referred the Question to the Authority for direct response. I would ask the Deputy to contact my office if a reply has not been received within ten days.
- Written Answers — Department of Transport, Tourism and Sport: Transport Infrastructure Ireland Remit (16 Dec 2016)
Shane Ross: As Minister for Transport, Tourism and Sport, I have responsibility for overall policy and funding in relation to the national roads programme. The planning, design and operation of individual roads is a matter for the Transport Infrastructure Ireland (formerly known as the NRA) under the Roads Acts 1993-2015 in conjunction with the local authorities concerned. Noting the...
- Written Answers — Department of Transport, Tourism and Sport: Bus Services (16 Dec 2016)
Shane Ross: It is incorrect to describe the on-going competitive tendering processes as privatisation. Nothing is being sold, services are not being deregulated and control remains with the National Transport Authority (NTA). As the Deputy is aware, it is a statutory function of the NTA to determine the appropriate mix of directly awarded and competitively tendered bus services....
- Written Answers — Department of Transport, Tourism and Sport: Public Procurement Contracts (16 Dec 2016)
Shane Ross: It is the responsibility of the National Transport Authority (NTA) to conduct the current public procurement processes relating to the tendering out of 10% of the PSO bus network. NTA is undertaking this by way of three separate competitions and has now completed the pre-qualification phase of each, and candidates have been informed. The NTA has issued formal...
- Written Answers — Department of Transport, Tourism and Sport: Public Transport Subsidies (16 Dec 2016)
Shane Ross: The issue raised is a matter for the National Transport Authority (NTA) and I have forwarded the Deputy's question to the NTA for direct reply. The Deputy should advise my private office if he does not receive a response within ten working days.
- Written Answers — Department of Transport, Tourism and Sport: Ministerial Travel (16 Dec 2016)
Shane Ross: I propose to take Questions Nos. 507 and 508 together. The information requested by the Deputy is being collated and will be provided directly to him within 10 working days.
