Billy Kelleher: The main challenge facing the hospital is licensing and compliance with HIQA's standards under the new regulations. The hospital has a short-term capital cost as well as a longer term one. Does the short-term cost relate to renovating and refurbishing the building and the long-term cost relate to a new build?
