Seanad: National Car Testing Service: Motion. (3 Nov 2004)

Mary Henry: The Minister of State must be allowed to speak without interruption.

Seanad: National Car Testing Service: Motion. (3 Nov 2004)

Mary Henry: I welcome the Minister of State to the House and congratulate him and his officials for doing something for the environment by publishing his speech on both sides of the paper. Women also have to get their cars tested but male members of the family frequently become involved. I might as well be looking into a bush as into the engine of a car. I totally support the car testing initiative, not...

Seanad: National Car Testing Service: Motion. (3 Nov 2004)

Mary Henry: That goes without saying. Considerable fines should be imposed if very minor faults are not fixed at the time of retesting. Will the Minster of State take this on board? It is a question of the time involved in retesting and not the small matter of what one has to get fixed.

Seanad: Order of Business. (9 Nov 2004)

Mary Henry: Nuclear material and waste is shipped around our coasts on occasion. A conference is currently taking place in Australia where countries from the Far East are discussing the possibility of such waste and material being stolen. When the Dumping at Sea (Amendment) Bill returned to this House from the Dáil, Senator Quinn pointed out it was a 2000 Bill and that it had taken a long time to go...

Seanad: Health and Social Care Professionals Bill 2004: Second Stage. (9 Nov 2004)

Mary Henry: May I share my time with Senator Quinn?

Seanad: Health and Social Care Professionals Bill 2004: Second Stage. (9 Nov 2004)

Mary Henry: I welcome the Minister to the House and I welcome the Bill. The Bill has been sought for approximately 20 years and it is good to see it before the House today. I have taken note of the sensible words of Senators Browne and Glynn but it is important to recognise that we cannot protect the general public from themselves. If they insist on going to unregistered practitioners there is very...

Seanad: Health and Social Care Professionals Bill 2004: Second Stage (Resumed). (10 Nov 2004)

Mary Henry: When is it proposed to take Committee Stage?

Seanad: Order of Business. (17 Nov 2004)

Mary Henry: I too congratulate Senator Maurice Hayes on his article on the effect of the proposed motorway on Tara. I support Senator Ryan's call for a debate on the effect of the development of infrastructure on important sites. That debate could tie in with Senator Kitt's concerns about the efforts put into the development of motorways while very little is put into the development of the railway structure.

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage. (17 Nov 2004)

Mary Henry: Is it possible to separate the amendments dealing with podiatry from those dealing with physiotherapy? This is the basis of Senator Ryan's objection. The amendments relate to two different professions and it would be preferable to take them separately as the arguments are not the same on both. I propose we group amendments Nos. 1, 6 and 28 on podiatry. Amendment No. 24 is composed of two...

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage. (17 Nov 2004)

Mary Henry: Yes. Can we do that?

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage. (17 Nov 2004)

Mary Henry: I move amendment No. 1: In page 9, subsection (1)(a), line 3, to delete "chiropodist" and substitute "podiatrist". "Podiatrist" is better recognised internationally as the nomenclature for a person who deals with diseases of the foot. While "chiropody" has been in common parlance here, it would be better to use the more internationally recognised term. I did not have the good fortune to learn...

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage. (17 Nov 2004)

Mary Henry: Yes.

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage. (17 Nov 2004)

Mary Henry: The grandparenting section is very useful. It would be covered by the second part of amendment No. 24 which states, "In this Act, the titles Podiatrist and Chiropodist are synonymous and both titles use are restricted exclusively to those professionals who are registered as Podiatrists." If all of those people who have been in practice for a long time come forward and are considered to be...

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage. (17 Nov 2004)

Mary Henry: I do not know with which registration board with which the word "podiatry" would be at odds. Senator O'Toole stated the importance of making sure that international registrations are similar. The degree people are required to have to be registered by a board is a BSc in podiatry. Senator Maurice Hayes explained the circumstances in Queen's University in this regard. Obviously, the profession...

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage. (17 Nov 2004)

Mary Henry: Like Senator O'Toole, I am amazed to hear that the profession has been in contact with the Department urging it to keep the name "chiropodist". I have received information from them throughout the years because, as president of the Diabetes Federation of Ireland, I have been involved with the profession. The Minister of State will be aware that foot care is important. This business about...

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage. (17 Nov 2004)

Mary Henry: I am becoming more and more alarmed. The Minister of State stated that 12 boards are being set up. Is he signifying that we might set up a podiatrists' board as well?

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage. (17 Nov 2004)

Mary Henry: It is suggested that the wording regarding "podiatrist" could be left until later. I would hate to see the profession divided up into chiropody and podiatry.

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage. (17 Nov 2004)

Mary Henry: I agree with the suggestion that we postpone this until Report Stage while the officials telephone people in Northern Ireland and all sorts of exciting things happen.

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage. (17 Nov 2004)

Mary Henry: We had decided to take amendment No. 24 on its own. Amendment No. 24 includes physical therapists and physiotherapists, and podiatrists and chiropodists, and I thought we had agreed to omit physiotherapists for the moment.

Seanad: Health and Social Care Professionals Bill 2004: Committee Stage. (17 Nov 2004)

Mary Henry: Again, I am afraid I can anticipate the reply I will receive. There are approximately 2,000 physiotherapists and I have been told for years by their international body that the term "physical therapist" is internationally interchangeable with "physiotherapist". The two titles are synonymous and Irish physiotherapists would like those titles to be protected together. Over the past ten or 15...
