Under the Rural Development Regulation each Member State must designate areas eligible for payments under the Areas of Natural Constraints (ANC) scheme. The ANC scheme replaces the previous Disadvantaged Areas Scheme / Less Favoured Areas Scheme. The designation of eligible areas...
- Written Answers — Department of Agriculture, Food and the Marine: Agriculture Scheme Data (8 Mar 2017)
Michael Creed: I recently announced that funding of just over €5 million will be made available to fund a National Reserve in 2017. As the National Reserve is a demand led scheme it is not possible to estimate the number of persons expected to benefit under the scheme in 2017. EU Regulations governing the National Reserve provides that the two mandatory categories of ‘young...
- Seanad: Sea-Fisheries (Amendment) Bill 2017: Second Stage (8 Mar 2017)
Michael Creed: I am pleased to present the Sea-Fisheries (Amendment) Bill 2017 to the House. On 27 October 2016, the Supreme Court issued a judgment in a case taken by a number of mussel seed fishermen in which it determined that fishing by Northern Irish vessels within the 0-6 nautical mile zone of the territorial waters of this State was not permitted by law. It is important to note that the Supreme...
- Seanad: Sea-Fisheries (Amendment) Bill 2017: Second Stage (8 Mar 2017)
Michael Creed: I thank all Senators who spoke for their contributions to the debate on this important legislation. However, in light of a Supreme Court judgment, fishing by Northern Ireland vessels in the territorial waters of this State is not currently permitted by law. There is an...

Michael Creed: As part of our strategy, we are trying to forge an alliance of member states with shared interests in the fishing industry. Vessels from many countries fish in the red zone marked on Senator Mac Lochlainn's map. While we may regularly disagree at December Council meetings about what is strategically the best approach for individual industries, we have a significant common platform on Brexit...

- Ceisteanna - Questions - Priority Questions: Brexit Issues (9 Mar 2017)
Michael Creed: Brexit is the challenge of our time and, to be honest, that kind of shrill analysis does no justice to the scale of the challenge we face. I have operated an open door in the context of Brexit and the Deputy has not walked through it with any proposals or submissions on the issue of Brexit. His party spoke at length about the requirement for a Brexit Minister, but it was not until the party...

Michael Creed: The agrifood sector exports 90% of what it produces to 180 different countries around the world. It is not that there are three staff in my Brexit unit; in fact, there are 3,000 staff in my Department who underpin Irish agrifood's offering in the global marketplace. That is the team. It is not a team of three people.
