Catherine Murphy: The Commissioner made the point last week that by virtue of the fact the Department was informed, even though there was an obligation on the Commissioner to inform the Minister she made the point that by virtue of the fact the Department was informed she was making a presumption that the Minister was informed, so that would not be correct?
