Joint Oireachtas Committee on Health and Children: National Maternity Services and Infrastructure: Discussion (24 Sep 2015)

Billy Kelleher: I thank the two masters for their presentations. Reference has been made to the fact that in recent years there has been some high-profile and tragic incidents in our maternity services. There is always the concern, in reacting to such adverse events, that we have a very short-term response and no strategy that flows from it. We have a knee-jerk reaction rather than putting in place a...

Topical Issue Debate: Home Help Service Provision (30 Sep 2015)

Billy Kelleher: What have the HSE and the Government against HSE-employed home helps? There is no doubt that there has been an assault on the hours available to home helps across the country over the past number of years. A total of 1.4 million fewer hours are available now compared to 2010. From a policy point of view, it does not make sense to curtail the number of home help hours available to families...

Topical Issue Debate: Home Help Service Provision (30 Sep 2015)

Billy Kelleher: I am aware that there were long, protracted discussions and negotiations in the Labour Court and the Labour Relations Commission in the context of trying to find an agreed basis for contracts for HSE-employed home helps. A home help who had X number of hours calculated on a base year - and I understand the number was roughly 80% of that - would have a set minimum contract but they would...

Leaders' Questions (1 Oct 2015)

Billy Kelleher: Last July, serious allegations were made regarding fixer fees and other improprieties worth millions of euro in regard to aspects of the project Eagle deal, the sale of the NAMA loans in Northern Ireland. Deputy Mick Wallace made serious allegations which the Taoiseach agreed were serious and should be taken seriously. However, there has been deafening silence in terms of our ability to...

Leaders' Questions (1 Oct 2015)

Billy Kelleher: The Tánaiste's reply reminds me of the light brigade. It started out very well but ended very badly.

Leaders' Questions (1 Oct 2015)

Billy Kelleher: The core of the issue here is that the integrity of the sales process has been compromised. That is the core of the allegation. The legislation is clear. Developers cannot buy back their loans. That is in the primary legislation that was passed here. The Committee of Public Accounts is also able to investigate and hold NAMA to account.

Leaders' Questions (1 Oct 2015)

Billy Kelleher: The broader issue is that allegations are being made that there was large bungs being paid to facilitate the purchase of properties in the Northern Ireland project eagle loan book from NAMA and that the sales process was compromised. Those allegations compromise the integrity of the organisation which was to oversee the sales. I am not saying that developers can buy back their property...

Leaders' Questions (1 Oct 2015)

Billy Kelleher: The point is that NAMA and the sales process are being questioned. We need to be able to facilitate NAMA appearing in Belfast before the relevant committee in Stormont so that it can defend its integrity and stand over the sales process. The integrity of the organisation should not be undermined. If the sales process has gone through with probity, why would NAMA officials fear appearing...
