The Minister said that there was training in place for staff and that there would be ongoing training. She also stated that the nature of the letter would be changed dramatically as a result of consultation. Is that correct?

Matters have improved but, given that we are discussing someone applying on behalf of his or her child, I imagine that the level of fraud is zilch.
