Written Answers — Department of Public Expenditure and Reform: Coastal Protection (1 Jun 2017)

Seán Canney: The primary objective of Government policy on coastal protection is to ensure that in areas identified as being at greatest risk of damage or loss of economic assets through coastal erosion, appropriate and sustainable measures are identified by Local Authorities to protect those assets and, where such measures are economically justified on cost benefit grounds and compatible with all...

Ministers and Secretaries (Amendment) Bill 2017: Second Stage (Resumed) (12 Jul 2017)

Seán Canney: First, I congratulate the Minister, Deputy Ring, and I look forward to working with him as part of the partnership Government. Being a west of Ireland man, I am delighted he has taken on this role. I welcome the opportunity to speak on the Bill. Everyone knows we must revitalise rural Ireland. As the economy begins to recover, we must ensure the benefits of that recovery are...

Financial Resolutions 2018 - Financial Resolution No. 4: General (Resumed) (12 Oct 2017)

Seán Canney: How do I follow that? The first thing I want to say today is very important as a Deputy from Galway East. I welcome the positive decision in the courts this morning on the Athenry for Apple project.

Financial Resolutions 2018 - Financial Resolution No. 4: General (Resumed) (12 Oct 2017)

Seán Canney: Hopefully on Monday sense will prevail and there will be no appeals and we can get on with the job. It is positive news following the positive budget we have had this week. I want to talk about rural Ireland. Deputy Fitzmaurice talked about roads and infrastructure. Two weeks ago, with the Minister, Deputy Ross, we opened the M17-M18. There are other projects in the pipeline. As well...

Water Services Bill 2017: Second Stage (Resumed) (17 Oct 2017)

Seán Canney: As a Deputy who represents a rural constituency, I, too, would like to talk about people power, the positives it can produce and how people in communities can work together. Much has been said and written about the water charges issue, how we deal with it; the cost and leaks. Anybody and everybody can now claim to be an expert on water services. Through the whole debate, however, the real...

Water Services Bill 2017: Second Stage (Resumed) (17 Oct 2017)

Seán Canney: I ask the Deputy to please let me finish. I welcome the Minister's recommendation that group water scheme subventions be put back in place, to be applied retrospectively. We also need to make sure we will honour our commitment to those involved in the schemes that they will no longer have to pay for water because the subvention will cover the cost. That is important. There has been so...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Lower Lee (Cork City) Flood Relief Scheme: Discussion (18 Oct 2017)

Seán Canney: Before we start, can I seek clarification on the purpose of today's meeting? I believe the appropriate setting for dealing with this issue is the local authority in Cork. How come our committee is dealing with this today?

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Lower Lee (Cork City) Flood Relief Scheme: Discussion (18 Oct 2017)

Seán Canney: I was Minister of State with responsibility for this area prior to the current Minister of State, Deputy Moran, and launched the exhibition stage of the lower Lee Cork city flood relief scheme in December. I am from Galway, not Cork, and will not get involved in the local element. I am very surprised the issue is before this committee and that no local authority elected representatives or...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Lower Lee (Cork City) Flood Relief Scheme: Discussion (18 Oct 2017)

Seán Canney: Ms Kirwan can call me Seán.

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Lower Lee (Cork City) Flood Relief Scheme: Discussion (18 Oct 2017)

Seán Canney: The witness discussed cost-benefit analysis. That was a bone of contention for me when I was Minister of State. It is a double-edged sword. No project might be undertaken if one has to take account of the disruption caused by construction. There must be some pain to get some gain. It is a double-edged sword if Ms Kirwan is saying there is going to be disruption and loss as a result of...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Lower Lee (Cork City) Flood Relief Scheme: Discussion (18 Oct 2017)

Seán Canney: If disruption had to be taken account of in all cost-benefit analyses, many projects that are happening and are of benefit would never have seen the light of day. We must be careful in that regard. We should see what the process brings us.

National Planning Framework: Statements (Resumed) (26 Oct 2017)

Seán Canney: It is interesting to hear Deputies outline the different perspectives from various counties. As the Minister of State at the Department of Culture, Heritage and the Gaeltacht, Deputy Joe McHugh, argued, we must address overdevelopment on the east coast. In doing so, we must not overlook the issues raised by Deputy Tóibín. The national planning framework must get to grips with the...
