Seanad: Food Provenance Bill 2013: Second Stage (3 Jul 2013)

Pat O'Neill: I welcome the Minister of State and congratulate him on his recent appointment. I look forward to meeting him next Saturday night in Nowlan Park, Kilkenny for the real all-Ireland final. I thank the Cathaoirleach for allocating me time to speak on the Bill. I compliment Senator Feargal Quinn on bringing it before the House. It addresses some important legislative points on the origins and...

Joint Oireachtas Committee on Agriculture, Food and the Marine: CAP Reform and Related Matters: Discussion (9 Jul 2013)

Pat O'Neill: I thank the Minister for attending the meeting. In her briefing paper on farm incomes it is stated income for dairy farmers will increase 19%, while in every other sector it will be down. It will fall by 40% for pig farmers and 9% for cattle and lowland sheep farmers. The milk quota is effectively gone in Northern Ireland. We have a concern about what will happen when quotas go here about...

Seanad: Order of Business (11 Jul 2013)

Pat O'Neill: I ask the Leader to arrange debates on two issues. First, I express my sympathies regarding that horrible incident that took place in the Cathaoirleach's home town of Castlebar, in which two brothers were brutally murdered. The newspaper headlines today indicate the person who has been arrested in this regard has just been released from prison. Three weeks ago, I sought a debate on the...

Seanad: Order of Business (11 Jul 2013)

Pat O'Neill: Another matter I wish to raise concerns a headline on the front of today's edition of the Irish Farmers' Journal that inspection penalties under the Common Agricultural Policy have increased by 500% in four years. In this context, I note that farmers become accustomed to weather and deal with it and, for example, they dealt with a fodder crisis this year. However, one thing that really...

Seanad: Order of Business (11 Jul 2013)

Pat O'Neill: The Minister for Agriculture, Food and the Marine should come into the House to clarify a matter because it is stated here-----

Seanad: Order of Business (11 Jul 2013)

Pat O'Neill: I want him to come into this House to clarify a statement made by some of the inspectors to the effect that they have been told to issue penalties. This is akin to telling a garda to fine everyone who is driving down a road to raise revenue. Consequently, the Minister should come into the House to clarify the position in respect of inspections. Members were told that due to the fodder...

Seanad: Protection of Life During Pregnancy Bill 2013: Second Stage (Resumed) (16 Jul 2013)

Pat O'Neill: I welcome the Minister of State, Deputy Kathleen Lynch, and I thank the Cathaoirleach for allowing me time to speak on this extremely important and sensitive Bill, which I welcome. Before I detail my reasons for supporting this Bill, I would like to point out that I am, first and foremost, pro-life. I do not want to see a regime develop in Ireland whereby abortion can be sought on demand as...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Reform of Common Agricultural Policy and Common Fisheries Policy: Discussion with the Minister for Agriculture, Food and the Marine (18 Jul 2013)

Pat O'Neill: Many of the issues I wanted to ask about have been dealt with. Our own group had a meeting with the Minister when he came back from Brussels with the deal and I said I would hold a public meeting in my area, which I did. I was asked specific questions which I e-mailed to the Minister's officials. The biggest issue arising is land. The land system in Ireland is very complicated, whether...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Reform of Common Agricultural Policy and Common Fisheries Policy: Discussion with the Minister for Agriculture, Food and the Marine (18 Jul 2013)

Pat O'Neill: I asked about the ownership of entitlements on leased land and whether it is the owner of the land or the farmer who is farming it. The eleven-month system is in place in Ireland and there is land with no entitlements. I would welcome a meeting with a departmental official to clarify the issues.

Seanad: Order of Business (22 Jul 2013)

Pat O'Neill: I also welcome Senator Naughton. I remind Senator Norris that the decision taken by Senator Naughton when she was chair of Galway City Council was a democratic one. That decision was the same as any which the Cathaoirleach might make and by which we might be guided.

Seanad: Order of Business (22 Jul 2013)

Pat O'Neill: Yes, I do.

Seanad: Order of Business (22 Jul 2013)

Pat O'Neill: As Senator Eamonn Coghlan stated, we are in the midst of a spell of unprecedented weather. I offer my condolences to the families of the people who were tragically drowned in recent days. It is important that we should engage in a debate on this matter. However, the Leader should also ask the Minister for Education and Skills to ensure that swimming and water safety and awareness lessons...
