- Other Questions: Sheep Grassland Scheme (13 Dec 2012)
Mick Wallace: On the issue of schemes, I notice the suckler cow welfare scheme has been done away with.
- Other Questions: Sheep Grassland Scheme (13 Dec 2012)
Mick Wallace: I realise this is a slightly different issue, but small farmers have contacted me about it. Producing suckler cows has been a way of life for them and even if they do not make money one year, they stay in the business because it is their way of life. The ending of the scheme is a huge blow for many small farmers who have depended on this money. The allowance used to be €80 which was...
- Other Questions: Sheep Grassland Scheme (13 Dec 2012)
Mick Wallace: The farmer also mentioned he had to feed a calf meal for six weeks before he could part with it. The scheme was a very good one for the industry and made sense. Sadly, its demise will hit small farmers more than big farmers. It is a pity it is going. I, therefore, suggest the Minister should reconsider the matter.
- Other Questions: Sheep Grassland Scheme (13 Dec 2012)
Mick Wallace: We need a flexible Acting Chairman.
- Other Questions: Sheep Grassland Scheme (13 Dec 2012)
Mick Wallace: I take the Minister's point. I have been listening to a couple of farmers who will be seriously affected by this change. They were getting €80. I know the Minister is saying they will have less work to do now in terms of documentation and registration, etc., but they did not mind doing the work. That is what these small farmers were used to doing. It was a good idea for them to...
- Written Answers — Department of Agriculture, Food and the Marine: Suckler Welfare Scheme Payments (13 Dec 2012)
Mick Wallace: To ask the Minister for Agriculture, Food and the Marine his reasons for discontinuing the suckler cow welfare scheme; and if he will make a statement on the matter. [55955/12]
- Written Answers — Department of Agriculture, Food and the Marine: Beef Data Programme (13 Dec 2012)
Mick Wallace: To ask the Minister for Agriculture, Food and the Marine his views on whether there may be limited uptake of the new beef data programme due to the significant reduction in payments in comparison to the suckler cow welfare scheme; and if he will make a statement on the matter. [55956/12]
- Finance (Local Property Tax) Bill 2012: Second Stage (14 Dec 2012)
Mick Wallace: It is a joke.
- Finance (Local Property Tax) Bill 2012: Second Stage (14 Dec 2012)
Mick Wallace: The property tax, at this difficult time, lacks fairness and good economic sense. The decision to give special new powers to the Revenue Commissioners to take money from people even when they may be struggling to put bread on the table is draconian in the extreme. This property tax, on top of all the existing challenges that many people face, will contribute to driving our domestic economy...
- Care Services: Motion [Private Members] (18 Dec 2012)
Mick Wallace: For most people, two measures in particular stand out from the recent budget, namely, the cut in the respite care grant and in child benefit. I was surprised by the Government's decision to proceed with these cuts, despite all the rumours in the media prior to the budget announcement. It seems clear to me that they were a bad idea both for those at the mercy of the cuts and from the...
- Finance (Local Property Tax) Bill 2012: Committee Stage (Resumed) and Remaining Stages (18 Dec 2012)
Mick Wallace: I also support the amendment and many others that we will not have an opportunity to address. I do not accept it is a good idea to introduce a property tax. A property tax seems like a good idea in normal times but these are not normal times. The conditions are too poor at present. Aside from mortgage problems, negative equity is a factor and, if people are realistic, they do not own the...
- Written Answers — Department of Children and Youth Affairs: Child Care Services (18 Dec 2012)
Mick Wallace: To ask the Minister for Children and Youth Affairs her views on whether the joint initiative between her Department and the Department of Social Protection to develop a new after school childcare scheme targeted at low income families will create a two tier system of after school care here; and if she will make a statement on the matter. [56763/12]
- Written Answers — Department of Children and Youth Affairs: Child Care Services (18 Dec 2012)
Mick Wallace: To ask the Minister for Children and Youth Affairs her views on the proposed after school childcare scheme which falls short of calls for the development of a system of Scandinavian style childcare here; and if she will make a statement on the matter. [56764/12]
- European Council Brussels: Statements (19 Dec 2012)
Mick Wallace: If the Taoiseach ignores the irreparable social damage austerity has caused and the destruction of our domestic economy, the test of whether austerity and structural reforms are working, according to those who manage to live out their existence in the financial bubble, is the ability of countries that have received bailouts to return to the capital markets. If this means anything, it must be...
- Ceisteanna - Questions - Priority Questions: Maternal Mortality Rates (19 Dec 2012)
Mick Wallace: To ask the Minister for Health his views on the Confidential Maternal Death Enquiry in Ireland Report for the Triennium 2009-2011 which shows that the maternal mortality rate here is actually double the official figure from the Central Statistics Office; his plans to implement the recommendations of the Maternal Death Enquiry Ireland; and if he will make a statement on the matter. [57136/12]
- Ceisteanna - Questions - Priority Questions: Maternal Mortality Rates (19 Dec 2012)
Mick Wallace: I accept that as the numbers are low, just a few can change the percentages dramatically. It is phenomenal that the numbers are so low. I was at each of my four children's births and find it difficult to believe that there are not more problems. The confidential MDE cites a figure that is twice that of the CSO's. For 2009 and 2010, there were 149,000 maternities and 12 maternal deaths in...
- Ceisteanna - Questions - Priority Questions: Maternal Mortality Rates (19 Dec 2012)
Mick Wallace: I understand that if there is a maternal death in England, an inquiry is automatically held, which is not the case in Ireland. There will be an inquiry into Ms Onanuga's inquiry two years after her death. Would the Minister consider putting in place a structure under which inquiries into maternal deaths would be automatic?
- Other Questions: Obesity Levels (19 Dec 2012)
Mick Wallace: Deputy Luke 'Ming' Flanagan should eat his spuds in their jackets rather than putting them in the deep fat fryer. With regard to the Minister's bun, I have a coffee shop and would rather people did not touch them if they are not going to eat them. Obesity is costing over €1 billion but the last round of sports grants to sports bodies was oversubscribed by ten times. Some €26...
- Other Questions: Symphysiotomy Report (19 Dec 2012)
Mick Wallace: To ask the Minister for Health when he expects to receive the Walsh Report in relation to the practice of symphysiotomy here; the reasons for the delay in its publication; and if he will make a statement on the matter. [57054/12]
- Other Questions: Symphysiotomy Report (19 Dec 2012)
Mick Wallace: Is the Minister aware of a number of inaccuracies and misleading findings in the draft report? For example, there is a suggestion that symphysiotomy was used only in emergencies, which is untrue. There is also a suggestion that symphysiotomy was safer than Caesarian section in the 1940s and 1950s, which is also wrong, and that doctors are not and were not legally required to obtain the...
