Seanad: Balanced Regional Development: Statements (17 Jun 2025)

PJ Murphy: It is nice to be able to speak about balanced regional development with a Minister who is also from the west. As my colleague just mentioned, in the north west we have indeed 17.6% of the nation's population. As was also mentioned, between 2016 and 2024, our share of investment in public tenders worth more than €1 million was a mere 9.9%. To make matters worse, between 2016 and...

Seanad: Balanced Regional Development: Statements (17 Jun 2025)

Eileen Lynch: At 10.30 a.m. tomorrow.

Seanad: Food Promotion and New Markets: Statements (18 Jun 2025)

Eileen Lynch: Cuirim fáilte roimh an Aire Stáit. Go n-éirí an t-ádh leis sa phost sa Roinn talmhaíochta. Coming from a beef and dairy farm and having been elected to the agricultural panel, I welcome the opportunity to speak today about the importance of food promotion and accessing new markets, an area that speaks directly to our rural, agrarian economy, our farming...

Seanad: Residential Tenancies (Amendment) Bill 2025: Second Stage (19 Jun 2025)

PJ Murphy: The housing crisis is the greatest challenge facing this State. It is an emergency, and emergencies call for immediate action. This Bill, I have no doubt, will help many tenants renting around Ireland. As somebody who lives in and has represented an area within a rent pressure zone for the past six years, I have some concerns about accidental landlords and the fact that inclusion in rent...

Joint Oireachtas Committee on Agriculture and Food: TB Eradication Programme: Discussion (18 Jun 2025)

Eileen Lynch: That will become effective with these new measures, so almost immediately.

Joint Oireachtas Committee on Agriculture and Food: TB Eradication Programme: Discussion (18 Jun 2025)

Eileen Lynch: My apologies if the witnesses have gone through this already - the joys of having double committees - but when are these new measures going to be formally published, identified, finalised and put into action?

Joint Oireachtas Committee on Agriculture and Food: TB Eradication Programme: Discussion (18 Jun 2025)

Eileen Lynch: We do not actually have a time. I am just conscious that we are a month out from the recess.

Joint Oireachtas Committee on Agriculture and Food: TB Eradication Programme: Discussion (18 Jun 2025)

Eileen Lynch: Dr. Barrett referred to stocking density. This is obviously something more prevalent with dairy cows, but do we have stats in terms of organic farms, their positivity levels and the positivity levels among farms that are in derogation? Dr. Barrett mentioned that he did not believe that this was something transmitted in high-density housing. Is diet feeding a problem out in the field? Is...

Joint Oireachtas Committee on Agriculture and Food: TB Eradication Programme: Discussion (18 Jun 2025)

Eileen Lynch: To come back to the importance of the wildlife element, surely there should be a higher rate of organics because it is wilder land and more peripheral land.

Joint Oireachtas Committee on Agriculture and Food: TB Eradication Programme: Discussion (18 Jun 2025)

Eileen Lynch: At the moment, it is essentially allowing for free beef to be provided to factories.

Joint Oireachtas Committee on Agriculture and Food: TB Eradication Programme: Discussion (18 Jun 2025)

Eileen Lynch: Relating to Deputy Newsome Drennan's previous question, would it not be possible to just vaccinate the dairy herd? Is there an issue with the cross-contamination of milk?

Joint Oireachtas Committee on Agriculture and Food: TB Eradication Programme: Discussion (18 Jun 2025)

Eileen Lynch: In terms of sending out reports to farmers of their test results, will this be done to show them which animals have higher or lower levels? At the moment, it is most unsatisfactory that it is not being done. When we are looking at a whole new raft of restrictions, I do not think it is satisfactory.

Joint Oireachtas Committee on Agriculture and Food: TB Eradication Programme: Discussion (18 Jun 2025)

Eileen Lynch: I have many issues on the proposals around marts and transfers. On factories and the prices, what are the proposals for compensating the farmer? At the moment, we are experiencing a high price of beef. The compensation that can be paid by the Department is capped. Ultimately, farmers are losing out as a result of this. What will be done to resolve that?

Committee on European Union Affairs: EU General Affairs Council: Minister of State at the Department of Foreign Affairs and Trade (18 Jun 2025)

Eileen Lynch: I thank the Minister of State for being here and for his comprehensive report. I wish him the best of luck for the term ahead, in what I am sure will be an interesting and challenging Ministry. He spoke briefly about the multi-annual financial framework and the commitment to CAP. I am looking for further detail on that because there is a proposal that environmental and climate funding would...

Committee on European Union Affairs: EU General Affairs Council: Minister of State at the Department of Foreign Affairs and Trade (18 Jun 2025)

Eileen Lynch: I am asking about Ukraine. Having attended the plenary meeting of COSAC in Warsaw and spoken to our Ukrainian colleagues, they are very much of the opinion that progress is not being made here. I would like to hear where we are with that. Is it still being given the same level of severity and urgency within the EU that it should be and that it was previously?

Seanad: Nithe i dtosach suíonna - Commencement Matters: Passport Services (24 Jun 2025)

Eileen Lynch: I thank the Minister of State for taking the time to be in the Chamber to take this matter. I acknowledge my colleague, Councillor Rory Cocking, who has been working closely on this issue with me. The issue I raise is particularly important at present as we traditionally see a big increase in the number of passport applications made at this time of year, as people head off on their summer...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Passport Services (24 Jun 2025)

Eileen Lynch: I thank the Minister of State for her reply. As she correctly outlined, it is not the response I hoped to get. I take the point that passport renewal is a fantastic service, and 99% of people are able to avail of it. However, the issues around time generally are not caused by renewals. They are caused by new applications. It is important for that to be mentioned along with the disparity...

Seanad: Dental Services: Motion (25 Jun 2025)

Eileen Lynch: Cuirim fáilte roimh an Aire Stáit. Gabhaim buíochas leis as a bheith sa Teach linn inniu. I rise to support this important motion which calls attention to the future of oral healthcare in Ireland and the steps we must take to ensure that access is fair, services are reliable and regulation is fit for purpose. As has already been mentioned by my colleagues, the Government...

Committee on European Union Affairs: Sustainable Development Goals: Discussion (25 Jun 2025)

Eileen Lynch: It did. We won. I thank the witnesses very much for their presentations. We are addressing an incredibly important issue and it is undoubtedly disappointing to see where we are in 2025 with regard to our delivery on the SDGs and how we compare at the European level. There are many areas of concern but what do the organisations see as the biggest area of concern for us, as a nation, in...
