Joint Oireachtas Committee on Health: Treatment of Children with Dysplasia and Scoliosis and Related Matters: Discussion (19 Jun 2025)

Teresa Costello: How will CHI's governance be restructured to prevent a reoccurrence?

Joint Oireachtas Committee on Health: Standards of Care, Related Practices and Oversight in Nursing Homes: Discussion (18 Jun 2025)

Teresa Costello: My first question relates to routine inspections. I am interested in whether, prior to this, routine inspections were carried out during the night or at different hours and without prior knowledge that this would happen? I see the witnesses refer to the testimonies of patients and their families. Patients’ families were being lied to. They were told their parents were being...

Joint Oireachtas Committee on Health: Standards of Care, Related Practices and Oversight in Nursing Homes: Discussion (18 Jun 2025)

Teresa Costello: Could Ms Fitzgerald deal with the validity of the patient and family testimonies? Those people were being lied to.

Joint Oireachtas Committee on Health: Standards of Care, Related Practices and Oversight in Nursing Homes: Discussion (18 Jun 2025)

Teresa Costello: First, I want to ask about the right to entry when HIQA is inspecting nursing homes. Does the Minister of State agree that HIQA should have to notify nursing homes about inspections? HIQA mentioned the right to entry. Is the Minister of State satisfied with HIQA going to nursing homes in the middle of the night as standard? Has the authority discussed with the Minister of State any other...

Joint Oireachtas Committee on Health: Standards of Care, Related Practices and Oversight in Nursing Homes: Discussion (18 Jun 2025)

Teresa Costello: I will come in really quickly. I think the lack of time we had with HIQA and the Minister of State was very disappointing. We had an awful lot more to say. The nursing home was being paid for a service it did not follow through on. Will the Department be seeking reimbursement from the nursing home given that it did not provide the service? I am also interested in what reports the...

Joint Oireachtas Committee on Health: Standards of Care, Related Practices and Oversight in Nursing Homes: Discussion (18 Jun 2025)

Teresa Costello: If nursing homes are not providing the service and basic needs to residents, they should not be getting paid. They should be refunding money. Some kind of penalty has to be in place, if incontinence pads cannot even be purchased.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Litter Pollution (25 Jun 2025)

Teresa Costello: From the outset, I wish to be clear that I fully support and commend all Government schemes and funding streams aimed at anti-littering efforts and environmental awareness. These initiatives have a huge impact in local communities. I have seen this first hand in Tallaght where there has been an impressive growth in Tidy Towns groups and community clean-up initiatives, supported by South...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Litter Pollution (25 Jun 2025)

Teresa Costello: I thank the Minister of State. If it is receiving funding, its methodology needs to be reviewed and scrutinised. This is the comprehensive litter management plan South Dublin County Council has implemented. I really have no concerns about the standard of work from South Dublin County Council with regard to litter management. I am very proud of the volunteering that is done by our...

Seanad: An tOrd Gnó - Order of Business (25 Jun 2025)

Teresa Costello: I will speak about the Bohernabreena Classic Car Show, which took place in Bohernabreena on Sunday. In only its second year, this event was co-ordinated as though it had the assistance and expertise of an event management company, but that was not the case. It was down to the time and dedication of the committee of local volunteers, including Paul Barnes, Jeff Bibby, Myles Murphy, Brian...

Seanad: Dental Services: Motion (25 Jun 2025)

Teresa Costello: I am happy to support this extremely important motion calling on the Government to take strong, proactive steps to reform and modernise dental services in Ireland. I lend my support to the call for the Dentists Act 1985 to be updated. The legislation is now four decades old and no longer reflects the realities of a modern dental profession. We need a framework that supports high standards...

Seanad: An tOrd Gnó - Order of Business (26 Jun 2025)

Teresa Costello: Today marks 15 days since families with children affected by Duchenne muscular dystrophy and I held a demonstration and information briefing in the audiovisual meeting room. We were supported by all parties and none. Fifteen days may not seem like much time to you and me, but to people whose children have DMD, that time flies by, and every day their children’s strength and abilities...

Seanad: Nursing Homes and Care for Older Persons: Statements (26 Jun 2025)

Teresa Costello: A recent "RTÉ Investigates" documentary exposed substandard care in nursing homes operated by Ireland's largest private provider. What we saw was a litany of repeated failings, chronic staff shortages and residents left unsupervised, denied basic care and, in some cases, subjected to outright neglect. The most disturbing part was the complete lack of dignity shown to vulnerable people...

Seanad: An tOrd Gnó - Order of Business (3 Jul 2025)

Teresa Costello: This week, I attended the Irish Cancer Society pre-budget launch. As always, I had the privilege of speaking to cancer survivors and listening to their lived experiences. One issue that was raised with me, not for the first time, was the lack of adequate supports for women who have had breast cancer and are now facing menopause. For many of these women, menopause is not just a natural...

Joint Oireachtas Committee on Health: Management of Hospital Waiting Lists and Insourcing and Outsourcing of Treatment: Discussion (2 Jul 2025)

Teresa Costello: I want to touch on a few things quickly. Regarding outsourcing and insourcing, what is the HSE going to do to change the culture regarding overtime? If people are being paid a premium through insourcing, why would they not just do overtime when it is offered to them? How is the HSE going to change that culture? The witnesses spoke about the ratio of patients returning to hospitals....

Joint Oireachtas Committee on Health: Management of Hospital Waiting Lists and Insourcing and Outsourcing of Treatment: Discussion (2 Jul 2025)

Teresa Costello: It is not with regard to the screening programmes. It is actually when they present to the symptomatic breast clinic, so when they have a lump in their breast, they are sent away that day with the lump and told to come back, and that a scan will be sent out to them. Eleven or 12 years ago, when I went, I was scanned on that day. If I had not had cancer, I would not have been a return....

Joint Oireachtas Committee on Health: Management of Hospital Waiting Lists and Insourcing and Outsourcing of Treatment: Discussion (2 Jul 2025)

Teresa Costello: I think that needs to be investigated because people are asked to sign forms when there is no way of electing to be treated privately.

Joint Oireachtas Committee on Health: Management of Hospital Waiting Lists and Insourcing and Outsourcing of Treatment: Discussion (2 Jul 2025)

Teresa Costello: If there is time, could Deputy Cullinane's question be answered too?

Joint Oireachtas Committee on Health: Management of Hospital Waiting Lists and Insourcing and Outsourcing of Treatment: Discussion (2 Jul 2025)

Teresa Costello: The increase is probably in people who are being sent away without being scanned. They could hear that they are going to be returning, whereas in years gone by, you were scanned on the day and either had cancer or did not, so there was a chance that people would not have to return. I have noticed it.

Seanad: National Drugs Strategy: Statements (8 Jul 2025)

Teresa Costello: I thank the Minister of State for coming in. As we approach the final year of this strategy, it is essential that we reflect not only on progress made at national level but also on how the strategy is functioning on the ground in communities like Tallaght, where both the promise and the pressure of the strategy are visible every day. The current strategy rightly prioritises a public health...
