James Lawless: I noted that in her opening statement, Ms Bayliss made reference to the lack of a prosecuting garda. I was not aware that was the case. As is the case for other bench warrants, I imagined there would be a prosecutor attached. That might be a recommendation from this hearing. There will be many recommendations but that may be one.

James Lawless: On subhead A.3, clothing and accessories, how is the tender for Garda uniforms, clothing, footwear etc. managed? Is a tender done every year or is it done once every few years? Is it a competitive tender? How does it work? If the Minister of State does not have the information to hand, perhaps he might follow up with a note.

James Lawless: I think it was Conor Brady, who was head of the Garda Commission at one stage, speaking about whether the force was the guardians of the people, or guardians of the big house effectively. They were guardians of the garrison or guardians of the people. I think that speaks to the substance of this amendment too. It is an interesting one. Will the Minister respond?
