Seanad: Finance (Local Property Tax) (Amendment) (No. 2) Bill 2015: Second Stage (8 Dec 2015)

Terry Leyden: Sorry, we will not create a precedent today. The Senator must use his six minutes himself.

Seanad: Finance (Local Property Tax) (Amendment) (No. 2) Bill 2015: Second Stage (8 Dec 2015)

Terry Leyden: If the precedent is there, then I will have to allow that.

Seanad: Finance (Local Property Tax) (Amendment) (No. 2) Bill 2015: Second Stage (8 Dec 2015)

Terry Leyden: There was a ruling last week when this came up. The Committee on Procedure and Privileges will decide. I do not want to make an issue about this at Christmas but in fairness to other Members, this happened last week and Senator White was ruled out of order when she tried to share with another Senator.

Seanad: Finance (Local Property Tax) (Amendment) (No. 2) Bill 2015: Second Stage (8 Dec 2015)

Terry Leyden: The Senator is a member of the Committee on Procedure and Privileges and he can raise it there.

Seanad: Order of Business (9 Dec 2015)

Terry Leyden: I support the call for a debate on the current flooding crisis. I also support the call by Senator Kelly for the Government to engage with Global Flood Solutions, Athlone, of which Mr. Shane Curran is the director, in this regard. I understand that this company has been seeking engagement with the Office of Public Works for many years about its products and that its requests have been...

Seanad: Order of Business (9 Dec 2015)

Terry Leyden: In 2014-----

Seanad: Order of Business (9 Dec 2015)

Terry Leyden: -----it abolished the drainage board, which could have assisted in alleviating the flooding in Athleague-----

Seanad: Order of Business (9 Dec 2015)

Terry Leyden: -----by widening the outlet there. No action has been taken in this regard. This Government of Teflon kids seems to get away with everything.

Seanad: Order of Business (9 Dec 2015)

Terry Leyden: Nobody appears to be able to pin them down. During the flooding experienced in 2009, the then Taoiseach, Brian Cowen, and then Minister for Agriculture, Food and the Marine, Deputy Brendan Smith, visited many of the areas that were flooded, including Athlone, Cortober and so on, to inspect the damage caused.

Seanad: Order of Business (9 Dec 2015)

Terry Leyden: Nobody from this Government is out assessing the damage arising on foot of the current flooding. I do not think the Irish Red Cross is the right organisation to distribute the money that is being provided. It should be distributed through the Department of Jobs, Enterprise and Innovation in the context of the impact on jobs or through the Office of Public Works. This is not charity work,...

Seanad: Order of Business (9 Dec 2015)

Terry Leyden: It is distressing to see individuals such as Gerry McNulty, Alan Neilan and other young businesspeople in Roscommon-----

Seanad: Order of Business (9 Dec 2015)

Terry Leyden: -----being wiped out for the second time since 2009. Some of these businesses will not be able to reopen in their current locations owing to the lack of proper drainage there. Nothing is being done in Roscommon town. Also, the beautiful building which it is proposed to construct in Roscommon town on behalf of the Office of Public Works - I welcomed the announcement in this regard when it...

Seanad: Order of Business (10 Dec 2015)

Terry Leyden: Oh dear, how charming.

Seanad: Order of Business (10 Dec 2015)

Terry Leyden: The flooding situation is ongoing at the moment. It is very serious in Limerick and Athlone, where there are houses in danger. It has alleviated to some degree in Athleague. I compliment the Army, Civil Defence and volunteers who were very active in the village of Athleague. The people there helped and supported each other and assisted in preventing the flooding of businesses. Hopefully...

Seanad: Order of Business (10 Dec 2015)

Terry Leyden: We have Countess Markievicz here, as well as the monuments to Arthur Griffith, Michael Collins and others. There are others who are not commemorated within the grounds of the Oireachtas. It would be a very good suggestion. I would like to think the Seanad would have an input into what is happening in 2016.

Seanad: Electoral (Amendment) (No. 2) Bill 2015: Second Stage (10 Dec 2015)

Terry Leyden: I welcome the Minister of State, Deputy Phelan. I also wish to welcome Shenghe Lu, chairman of the Baocheng Education Group, and his colleague, Zhen Yao, from the Dublin Institute of Technology who are with us in the Visitors Gallery. We are delighted to have them with us from Dalian in China. I thank them for coming to Ireland. I am delighted with the work with DIT through Dr. Brian Murphy.

Seanad: Order of Business (15 Dec 2015)

Terry Leyden: Did the Deputy not take the Senator's seat?

Seanad: Order of Business (15 Dec 2015)

Terry Leyden: I heard that the Deputy took his seat.

Seanad: Order of Business (15 Dec 2015)

Terry Leyden: Senator Jim D'Arcy is a gentleman.

Seanad: Order of Business (15 Dec 2015)

Terry Leyden: I second the proposal on the Order of Business that has been made by Senator Mooney. I do not think the Minister for Health is doing his job. He has been a complete failure since he was appointed. I know he was put in there to bury his political ambition to become the leader of Fine Gael. The Taoiseach's decision to appoint him to the Department for Health has been very successful from...
