Seanad: Order of Business (12 Nov 2015)

Terry Leyden: I am. We have to be innovative in area. Builders will not build now because the profit to be made in building is nil at this stage. It is cheaper to buy a house than to build one. We need to have a fresh look at this issue and a radical approach needs to be taken. It is a national emergency when there are people living on the streets of Dublin and people living in emergency accommodation...

Joint Oireachtas Committee on European Union Affairs: Forthcoming General Affairs Council: Discussion with Minister of State (12 Nov 2015)

Terry Leyden: I welcome the Minister of State with responsibility for European affairs, Deputy Dara Murphy, and his officials from the Department of Foreign Affairs and Trade and the diplomatic corps. The Minister of State has gives the committee a comprehensive report in advance of next week's meeting of the General Affairs Council. This is a period of critical difficulties in Europe and throughout the...

Joint Oireachtas Committee on European Union Affairs: Forthcoming General Affairs Council: Discussion with Minister of State (12 Nov 2015)

Terry Leyden: On the issue of providing more support on the borders as opposed to bringing immigrants and refugees into Ireland, we should spend money on building good quality facilities for them in Islamic countries in order that they can live with their neighbours in the Muslim faith. That is another way of doing things.

Joint Oireachtas Committee on European Union Affairs: Forthcoming General Affairs Council: Discussion with Minister of State (12 Nov 2015)

Terry Leyden: We are all proud of the exemplary work being done by the Naval Service. I am also very proud of Ireland's quick reaction which has saved many lives.

Seanad: Order of Business (24 Nov 2015)

Terry Leyden: I welcome Senator Máiría Cahill to the House. I was in Montenegro last week on Council of Europe business, so I was not here to congratulate her. I wish her every success. She replaces her colleague, Senator Jimmy Harte, and I know she will bring a unique experience to this House and will be a contributor to many debates. It adds to the quality of the House and is a great boost...

Seanad: Order of Business (25 Nov 2015)

Terry Leyden: I second the proposed amendment to the Order of Business tabled by Senator Darragh O'Brien. The Personal Injuries Assessment Board was established in 2004, which is more than 11 years ago. Its activities should be reviewed to see if it is working. From what I can see, it appears more inclined to settle claims without really defending them. This adds to the situation regarding excessive...

Seanad: Order of Business (25 Nov 2015)

Terry Leyden: Is that the Cathaoirleach's alma mater?

Seanad: Order of Business (25 Nov 2015)

Terry Leyden: I hope all the students do as well as the Cathaoirleach has.

Seanad: Social Welfare and Pensions Bill 2015: Second Stage (25 Nov 2015)

Terry Leyden: Your time is up, Senator.

Seanad: Social Welfare and Pensions Bill 2015: Second Stage (25 Nov 2015)

Terry Leyden: That is not how it operates. It is an order of the House and I cannot change it.

Seanad: Social Welfare and Pensions Bill 2015: Second Stage (25 Nov 2015)

Terry Leyden: You are over your time, Senator.

Seanad: Social Welfare and Pensions Bill 2015: Second Stage (25 Nov 2015)

Terry Leyden: The Senator has had 6 minutes and 27 seconds. I was so interested that I did not even look at the clock.

Seanad: Social Welfare and Pensions Bill 2015: Second Stage (25 Nov 2015)

Terry Leyden: Allow the Minister of State to continue without interruption.

Seanad: Seanad Electoral (Amendment) Bill 2015: Second Stage (25 Nov 2015)

Terry Leyden: I welcome the Minister of State, Deputy Ann Phelan, to the House. I congratulate Senator Ned O'Sullivan on reaching a certain birthday today.

Seanad: Seanad Electoral (Amendment) Bill 2015: Second Stage (25 Nov 2015)

Terry Leyden: Seanad Éireann is a lovely place to celebrate a birthday. I compliment Senator Diarmuid Wilson on initiating this very good Bill, which has received a tremendous reaction from councillors who are absolutely delighted they are being recognised in this fashion, and rightly so. To do otherwise would seem totally illogical. It would be like excluding the electorate in a by-election where...

Seanad: Seanad Electoral (Amendment) Bill 2015: Second Stage (25 Nov 2015)

Terry Leyden: I wish Senator Craughwell well, although he might be on my panel. We will live to fight another day. At this stage, we should concentrate on the general election for the Lower House and then we can proceed with the election for the Upper House. It is the proper phasing of these elections. It is better to have the Lower House dealt with first, see its outcome and then proceed to fight for...

Seanad: Seanad Electoral (Amendment) Bill 2015: Second Stage (25 Nov 2015)

Terry Leyden: I certainly am not one of them. Next year will be historic. It will be a great honour for Members - the Leader will organise it in 2016 - that we will have a special commemoration in this House in recognition of the sacrifices made in 1916.

Joint Oireachtas Committee on European Union Affairs: UK Referendum on EU Membership: Discussion (25 Nov 2015)

Terry Leyden: I welcome the witnesses to our meeting and I am delighted they decided to come before an Oireachtas joint committee. It is very encouraging. The witnesses' position is interesting and there will certainly be no misunderstanding of Professor Faull's knowledge of Britain and its role in the European Union. That is helpful, to say the least, as he knows the nuances and background of what has...

Seanad: Tributes to Member of Staff (26 Nov 2015)

Terry Leyden: May he make a speech?

Seanad: Order of Business (26 Nov 2015)

Terry Leyden: I wish to be associated with the words to Bernard Hand for his diligence and commitment to the House. He represents all the wonderful staff in the House, particularly the ushers who have been so helpful over the years. He showed the same respect to Members and former Members, such as I have been. I compliment him and all his colleagues on that. I also offer best wishes to Senator Norris...
