Gerry Horkan: What Mr. Fitzgerald is really looking for is the Road Traffic and Roads Bill 2021 to be enacted as soon as possible, and then to look at the system in Britain, which requires everybody who is taxed to get a letter saying they are not insured, or that their car is taxed but not insured, and we are going to fine you unless you give us-----
