Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Catherine Murphy: I will move on. I have a question about the budget for the voluntary provider. The voluntary provider disputed the figures. I presume the dispute was not due to them getting too much but that they did not get enough.

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Catherine Murphy: Would there have been significant additional costs?

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Catherine Murphy: Would that have made the provider being viable in providing the services an issue?

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Catherine Murphy: It would matter very significantly because Mr. O'Brien would not want there to be continued failures where there has been a demonstrated history of failures. By not providing adequate resources to the people who are directly responsible, there is the potential of failures continuing. That would be completely unacceptable so I presume Mr. O'Brien looked at that.

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Catherine Murphy: I presume that in a real-time situation, Mr. O'Brien would not have wanted a situation to continue in which inadequate funding was provided to look after someone who was going to be the subject of a public inquiry. Has anything happened in the interim to make sure the provider has adequate resources?

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Catherine Murphy: Mr. O'Brien clarified that he changed the system of procurement and that there is now a panel. Is anything other than financial issues included by the panel? I presume the suitability of people and groups is considered. Are potential conflicts of interest included? The Resilience Ireland report highlighted a potential conflict of interest with an individual who was a former HSE employee...

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Catherine Murphy: Mr. O'Brien said he expects to receive the Deloitte report next week or sooner. Is the report looking specifically at this provider? If it shows up shortfalls, how soon after that will it be remedied?

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Catherine Murphy: I presume Mr. O'Brien would not have changed the rules on procurement if he felt they were adequate. Presumably, he would have accepted there were failures in how these reports were sought and not tendered for.

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Catherine Murphy: I asked Mr. O'Brien in a more general way earlier about when the report went to the Garda. Did that mothball the prospect of initiating a HR process - not necessarily in the Grace case - that would deal with it? Did it postpone any disciplinary action or potential disciplinary action that would come out of such a process? Is there anything Mr. O'Brien has done, or thinks should be done, to...

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Catherine Murphy: Okay.

An Garda Síochána: Statements (28 Mar 2017)

Catherine Murphy: When we came in here this evening, we were told there was to be a review. During the debate, the Tánaiste told us that it would be a Patten-like commission, which is fundamentally different. The Tánaiste needs to clarify exactly what is proposed because if we are looking at a Patten-like commission, she is then questioning the changes she made and is certainly not expressing...

Written Answers — Department of Children and Youth Affairs: Child Abuse (28 Mar 2017)

Catherine Murphy: 58. To ask the Minister for Children and Youth Affairs if her attention has been drawn to the fact that in 2013 a Health Service Executive counsellor notified the HSE child protection services that a person had disclosed historical sexual abuse allegations relating to a person (details supplied); and if she will make a statement on the matter. [8050/17]

[15744/17]

Written Answers — Department of Education and Skills: Teachers' Remuneration (28 Mar 2017)

Catherine Murphy: 164. To ask the Minister for Education and Skills the way in which a teacher can apply for incremental credit; the way in which a person may make an appeal on a decision if they are not satisfied with the outcome of a decision made on their application for incremental credit being applied to them; and if he will make a statement on the matter. [15097/17]

Written Answers — Department of Foreign Affairs and Trade: Passport Services (28 Mar 2017)

Catherine Murphy: 281. To ask the Minister for Foreign Affairs and Trade the steps he is taking to ensure persons can track the progress of their passport applications in real time in view of the fact that the various stages of the process do not update on his Department's website in a timely manner; and if he will make a statement on the matter. [15285/17]

Written Answers — Department of Children and Youth Affairs: Child Care Services Provision (28 Mar 2017)

Northern Ireland: Statements (29 Mar 2017)

Catherine Murphy: There is no doubt that this island is facing some very serious challenges as a result of the triggering of Article 50. A coherent voice will be missing from the discussions because the institutions are not in place in the North. There is no doubt that the North is the most exposed part of the United Kingdom. The institutions will not be there to fight the corner of people who identify as...

National Children's Hospital: Motion [Private Members] (29 Mar 2017)

Catherine Murphy: From the outset, this issue was fraught with difficulties and competing demands. The Mater site was rejected on planning grounds and the new site selection process commenced. I must say I was more than surprised when St. James's was selected, but that is what happened. The background has been the many years over which families have waited for and have outgrown a world-class children's...

Report of the Committee of Public Accounts re National Asset Management Agency’s sale of Project Eagle: Motion (29 Mar 2017)

Catherine Murphy: Six minutes and four minutes.

Report of the Committee of Public Accounts re National Asset Management Agency’s sale of Project Eagle: Motion (29 Mar 2017)

Catherine Murphy: This debate was originally scheduled to take place last Thursday but because the Committee of Public Accounts meets on a Thursday, it was requested that it would meet on Wednesday. The reason this debate did not happen last Thursday was that the Minister would not be here. It is interesting that we have scheduled a debate to accommodate the Minister and he has stayed for a very short period...
