Steven Matthews: For clarification, the Road Traffic Bill that is before the House at the moment also defines a BUA. My understanding is there may be a definition in the Local Government Act as well. I understand that guidance is to be issued by the Department of Transport. I understand that these are two separate items of legislation, but I would expect that they should be aligned in some way for clarity....
