Joint Oireachtas Committee on Housing, Planning and Local Government: Right to Housing: Discussion (5 Jul 2022)

John Cummins: I understand what Mr. Stanley is saying but the question is whether he fears that such a debate will worsen the situation when it comes to landlords leaving the market due to the fear that this balancing will negatively affect them as landlords. When a landlord leaves the market, it takes another property out of circulation, which can worsen the housing crisis, so it is a circular effect....

Joint Oireachtas Committee on Housing, Planning and Local Government: Right to Housing: Discussion (5 Jul 2022)

John Cummins: Regarding the knock-on effects of policy instruments, and I know we are deviating slightly, and evidence of negative intervention in the market, I have done some reading about Berlin, where they looked at intervening with regard to the rental market. I am not sure if Professor O'Cinneide is familiar with that. Would he like to comment on it?

Joint Oireachtas Committee on Housing, Planning and Local Government: Right to Housing: Discussion (5 Jul 2022)

John Cummins: If Professor O'Cinneide forward it to the committee, it will go into formal correspondence for Tuesday's meeting.

Joint Oireachtas Committee on Housing, Planning and Local Government: Right to Housing: Discussion (5 Jul 2022)

John Cummins: As there are no other members indicating it gives me great pleasure to thank our witnesses, Mr. Stanley, Ms Kelly-Desmond, Mr. Elliott and Professor O'Cinneide. We appreciate their presence this afternoon and their sharing of their insights on this important topic. We look forward to continuing our work with them as a committee in the future.

Joint Oireachtas Committee on Housing, Planning and Local Government: Review and Consolidation of Planning Legislation: Department of Housing, Local Government and Heritage (Resumed) (12 Jul 2022)

John Cummins: I do not think I will take all my time. I want to focus in on a couple of pieces. The Chair spoke about the marine area. We all know the targets out to 2030 in terms of the 5 GW. There is a special transition arrangement in place to allow for a number of projects to proceed through a process with the Department. All others will require MARA to be established to go through the marine area...

Joint Oireachtas Committee on Housing, Planning and Local Government: Review and Consolidation of Planning Legislation: Department of Housing, Local Government and Heritage (Resumed) (12 Jul 2022)

John Cummins: I do not doubt that it is a priority but when will it be in place?

Joint Oireachtas Committee on Housing, Planning and Local Government: Review and Consolidation of Planning Legislation: Department of Housing, Local Government and Heritage (Resumed) (12 Jul 2022)

John Cummins: Is the project still on target for quarter 1 establishment for next year?

Joint Oireachtas Committee on Housing, Planning and Local Government: Review and Consolidation of Planning Legislation: Department of Housing, Local Government and Heritage (Resumed) (12 Jul 2022)

John Cummins: That is good to hear. On environmental impact assessments, EIAs, for solar energy projects, they are not required per sebut a local authority can request an EIA to be carried out. What is the rationale for that? Is there an intention that guidelines similar to what is place for wind energy will be applied to solar energy? Are regulations being considered and, if not, why not?

Joint Oireachtas Committee on Housing, Planning and Local Government: Review and Consolidation of Planning Legislation: Department of Housing, Local Government and Heritage (Resumed) (12 Jul 2022)

John Cummins: Regarding consistency, a certain large-scale solar development may require an EIA whereas another may not or one local authority may determine where another local authority may not and communities are often left frustrated in such a situation. Many solar farm developments have been approved in my own county of Waterford. I do not oppose solar farm development but some people in the...

Joint Oireachtas Committee on Housing, Planning and Local Government: Review and Consolidation of Planning Legislation: Department of Housing, Local Government and Heritage (Resumed) (12 Jul 2022)

John Cummins: I thank Ms Graham.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Education Policy (14 Sep 2022)

John Cummins: I thank the Minister of State for coming to the House. I know he was in the RDS earlier at the Worldskills event for apprenticeships, an area in which he is doing considerable work. I thank him for taking the time to take this Commencement matter. I also acknowledge his interest and determination to ensure that Waterford and the south east achieved their long-held ambition to have a...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Education Policy (14 Sep 2022)

John Cummins: I thank the Minister for restating the Government's commitment to expanding the footprint of the campus in Waterford which is obviously key to cementing the gains that have been made in terms of provision but also future-proofing the university and its provision of education and research within the region. It is important to lay out the timelines attaching to that process. I appreciate that...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Education Policy (14 Sep 2022)

John Cummins: I propose the suspension of the House.

Seanad: An tOrd Gnó - Order of Business (15 Sep 2022)

John Cummins: I raise the issue of the Croí Cónaithe town and village scheme. Prior to the summer recess, I joined the Taoiseach, the Minister, Deputy Darragh O'Brien, and the Minister of State, Deputy Peter Burke, at the launch of that scheme. It is an excellent scheme which provides up to €50,000 to bring a derelict or vacant property back into productive use for first-time buyers,...

Seanad: Procurement Process for a New Irish Coast Guard Aviation Service: Statements (21 Sep 2022)

John Cummins: I thank the Leas-Chathaoirleach and the Leader for facilitating me with a chance to speak. I thank the Minister of State for her attendance in Waterford for the official sod-turning of the €5.3 million Irish Coast Guard station in Bunmahon. There are synergies there between the old elements of the Coast Guard service, particularly Rescue 117, which was based at Waterford Airport, the...

Seanad: School Transport: Motion (21 Sep 2022)

John Cummins: As public representatives, we all know that there are issues with school transportation every August and September. Indeed, one could set one's clock by it but this year the representations I have received in my offices in Waterford city and Dungarvan have been beyond anything I have experienced previously. Some of this could have been avoided. It is not just the odd case, here and there....

Seanad: School Transport: Motion (21 Sep 2022)

John Cummins: I could keep going. I could say Villierstown, Modelligo and Colligan as well. People from all those areas have been in contact. The fundamental error that was made here was reopening applications after the announcement was made that school transport would be free, which resulted in many students who had availed of concessionary tickets for many years being unable to avail of them. These...

Joint Oireachtas Committee on Housing, Planning and Local Government: Private Rental Sector: Discussion (20 Sep 2022)

John Cummins: My first question is for Ms O'Reilly. In her opening statement, she said Threshold has heard that some local authorities are unable to provide emergency accommodation and turn away people. What local authorities are these?

Joint Oireachtas Committee on Housing, Planning and Local Government: Private Rental Sector: Discussion (20 Sep 2022)

John Cummins: In fairness, the committee will have seven local authorities before us in November. It is important for us to hear which local authorities are turning people away if it is the case.

Joint Oireachtas Committee on Housing, Planning and Local Government: Private Rental Sector: Discussion (20 Sep 2022)

John Cummins: Ms O'Reilly is stating categorically that she is aware there are local authorities that are turning away people right now-----
