Written Answers — Department of Health: Nursing Homes (8 Dec 2022)

Mary Butler: The Government has provided substantial supports to the nursing home sector over the course of the pandemic. Over €145 million has been claimed by nursing homes under the Temporary Assistance Payment Scheme (TAPS) since its introduction in 2020. The Government has now agreed to extend TAPS to the end of the year by maintaining the availability of Outbreak Assistance support. A...

Mary Butler: The HSE's National Dementia Office has developed a draft Dementia Model of Care which outlines care pathways within the Irish health and social care system for people living with dementia, extending from identification of symptoms/signs, through to assessment, diagnosis, disclosure, care planning and post-diagnostic support. It includes all types of dementia, including where impaired memory...

Written Answers — Department of Health: Home Help Service (8 Dec 2022)

Mary Butler: Addressing the shortage of care-workers in Ireland is an urgent priority for the Government. To this end, I established the cross-departmental Strategic Workforce Advisory Group in March 2022 to examine, and formulate recommendations to address, the challenges in front-line carer roles in the home-support and long-term residential care sectors. Working closely with key stakeholders, the Group...

Select Committee on Health: Estimates for Public Service 2022
Vote 38 - Health (Supplementary) (Resumed)
(6 Dec 2022)

Mary Butler: I thank the Deputy for his question and for his continued interest in the nursing home sector. We have had many conversations about this. We acknowledge across the Department that there are variations in the cost of care across public centres and private nursing homes. We have provided an enormous amount of financial support since Covid started.

Select Committee on Health: Estimates for Public Service 2022
Vote 38 - Health (Supplementary) (Resumed)
(6 Dec 2022)

Mary Butler: The Deputy may have noticed during the summer that Bartra Healthcare sold four nursing homes in Dublin and European investors rushed in and paid €180 million for-----

Select Committee on Health: Estimates for Public Service 2022
Vote 38 - Health (Supplementary) (Resumed)
(6 Dec 2022)

Mary Butler: If the Deputy gives me a chance to answer, I will try to address some of the issues he raised. He started off by talking about the surplus of €45 million. My understanding is that we continue to provide the temporary assistance payment to any nursing home that has a Covid outbreak. This will run up to the last day of the month and into the new year. Part of the temporary assistance...

Select Committee on Health: Estimates for Public Service 2022
Vote 38 - Health (Supplementary) (Resumed)
(6 Dec 2022)

Mary Butler: There are 31,500 registered beds with HIQA across the country while there are 22,500 beds that are registered under fair deal. We are running a bit ahead of profile this year. The figure I was given today was that there are 22,613 people under fair deal. People leave the nursing home sector for myriad reasons. A HIQA report was published last week. I compliment the authority on the...

Select Committee on Health: Estimates for Public Service 2022
Vote 38 - Health (Supplementary) (Resumed)
(6 Dec 2022)

Mary Butler: May I make one comment on that same question in relation to young children who present in autism, mental health or whatever? Sometimes children are referred to three different teams - primary care, CAMHS and the National Educational Psychological Service, NEPS, because the person making the referral might not be able to determine which is appropriate. If we could verify some of the waiting...

Confidence in Minister for Housing, Local Government and Heritage: Motion (13 Dec 2022)

Mary Butler: The construct of the no-confidence motion put forward by Solidarity-People Before Profit leads us here today. This is a motion that is disingenuous and wide of the mark. The fantasy it purports is of the removal from office of one of our most capable Ministers one year into a ten-year strategy, which has seen some 28,000 units built, which is a fact and is not fiction, and is the highest...

Confidence in Minister for Housing, Local Government and Heritage: Motion (13 Dec 2022)

Mary Butler: -----and they will do so again.

Confidence in Minister for Housing, Local Government and Heritage: Motion (13 Dec 2022)

Mary Butler: Solidarity-People Before Profit has voted against every major piece of constructive housing legislation brought forward by the Minister, Deputy O’Brien, and has produced no serious alternatives. Its Members voted against the first ever Affordable Housing Bill, the Land Development Agency Bill, which aimed to build social and affordable houses on State land, and against important...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Rail Network (13 Dec 2022)

Mary Butler: On behalf of the Minister for Transport, Deputy Ryan, I thank Senator Chambers for the opportunity to address this issue in the House today. While I am not all over the detail of it, I have a prepared answer from the Minister who, as the Senator quite rightly said, is currently in Cabinet. I am aware the Senator has raised this issue on many occasions. As a colleague of hers for many...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Rail Network (13 Dec 2022)

Mary Butler: The Senator has raised three valid points, including the fact that three reports were commissioned but only two were referred to. She mentioned Professor John Bradley's report, which I will certainly raise with the Department of Transport. She is correct in that it is an approximate date for the publishing of the draft report. The Minister expects to receive a draft report of the review...
