Éamon Ó Cuív: The Minister's Department will tell him there can be no argument or question about this. However, there are Members and large numbers of people who are not convinced by the Department's arguments. It is fair to say the Minister was not entirely convinced by those arguments a few years ago but he is suddenly convinced by them after two weeks in the Department.
