Seanad: Order of Business (7 May 2015)

Terry Leyden: In fairness, the Leader has a lot of influence over them.

Seanad: Europe Day and European Commission Work Programme: Statements (7 May 2015)

Terry Leyden: I welcome the Minister of State with responsibility for European affairs. It is appropriate to recognise Europe Day, which I presume is happening all over Europe. Perhaps this morning's effort in the hall of the Oireachtas could be improved for the future and involve Members further, including the Cathaoirleach, the Leader of the House, the leader of our delegation to the Council of Europe,...

Seanad: Commencement Matters: Ambulance Service Provision (13 May 2015)

Terry Leyden: I welcome the Minister of State, Deputy Kathleen Lynch, to the House. I would have preferred to have seen her here last week when I put down urgent questions regarding mental health services.

Seanad: Commencement Matters: Ambulance Service Provision (13 May 2015)

Terry Leyden: I accept that. However, in this instance, I had really hoped to see the Minister, Deputy Leo Varadkar, because the issue relates directly to his responsibilities. I have been in the Minister of State's position and understand it, but this is a critical situation.

Seanad: Commencement Matters: Ambulance Service Provision (13 May 2015)

Terry Leyden: The issue is very urgent and I am anxious to hear the response from the Department. I take the Minister of State's point, but I will proceed. Perhaps the Leader will examine the issue generally of which Ministers or Ministers of State come to the House to take particular Commencement matters. My question relates to the need for a rapid response ambulance service in County Roscommon, asks...

Seanad: Commencement Matters: Ambulance Service Provision (13 May 2015)

Terry Leyden: I accept that. However, it is a very sensitive issue.

Seanad: Commencement Matters: Ambulance Service Provision (13 May 2015)

Terry Leyden: I understand the Minister of State's situation regarding commitments and the difficulty of getting to the Chamber. She has been most responsible to this House and made herself available on almost every occasion she was requested. I hope she is aware of the deep concerns in Roscommon regarding the psychiatric services, as I outlined last week. I urge her to take a hands-on approach, come to...

Seanad: Commencement Matters: Ambulance Service Provision (13 May 2015)

Terry Leyden: Regarding the ambulance service, I will convey the Minister of State's response to Mr. McMullen.

Seanad: Early Child Care: Statements (13 May 2015)

Terry Leyden: I welcome Deputy Reilly, Minister for Children and Youth Affairs, to the House. Fianna Fáil has put forward a range of fully costed measures that will lead to significant quality improvements and additional capacity in the child care sector and the inspection regime. Once these improvements in the sector are made, we are committed to expanding the ECCE scheme to a second free preschool...

Seanad: Children (Amendment) Bill 2015: Second Stage (14 May 2015)

Terry Leyden: I welcome the Minister, Deputy James Reilly, and his senior officials to the House. I note the Bill was published on 11 May, which gave us only a short time to prepare to debate Second Stage. I want to express my thanks to the Fianna Fáil research office for its work with me on preparing a response. I have no real problems with this, although it is an issue that will arise again given...

Seanad: Children (Amendment) Bill 2015: Second Stage (14 May 2015)

Terry Leyden: That is a reasonable response.

Joint Oireachtas Committee on European Union Affairs: General Affairs Council Meeting: Minister of State at the Department of Foreign Affairs and Trade (14 May 2015)

Terry Leyden: I welcome the Minister of State and his officials and wish him well in his deliberations in Brussels. I also welcome members of the diplomatic corps and their representatives. It is an opportunity for all of us, as members of the European Union, to exchange thoughts. It is a pity that they cannot participate in the meeting, but we will meet at their various receptions and I appreciate...

Joint Oireachtas Committee on European Union Affairs: General Affairs Council Meeting: Minister of State at the Department of Foreign Affairs and Trade (14 May 2015)

Terry Leyden: Good.

Joint Oireachtas Committee on European Union Affairs: General Affairs Council Meeting: Minister of State at the Department of Foreign Affairs and Trade (14 May 2015)

Terry Leyden: I have a quick question in that regard. If Britain decides to opt out of the European Union, this deal dies as far as Britain is concerned. It would have to negotiate a separate deal with the United States of America. If it is out of the 28 then it would not benefit from the TTIP negotiations that are currently ongoing. That is an interesting point.
