Jonathan O'Brien: They were all redacted, however, so we do not have any information on those alternative options. We have no cost-benefit analysis. The Minister said that such an analysis did not need to be done in some cases because the initial appraisal indicated that there was no point in proceeding to a full cost-benefit analysis, but a financial appraisal was done on every option.

The report lists about 12 or 13 of them. No further information is provided about four, and one of them was the negotiated procedure without prior publication.
